Paris, April 25.-The newspapers here are. unanimous in the opinion that the departure of Premier Orlan do from Paris does not constitute a rupture in relations. "It is not adieu," says the Petit Journal, "but au revoir." Tlie Petit Parisien is particularly optimistic, saying that the "critical tension exists no longer, and there aro several forms of compromise pos sible." A part of the French press mani fests some impatience that new com plications should arise at the mo ment when the Cern?an plenipoten tiaries aro about, to arrive. The Echo do Paris fears that "as a sequel of tho methods employed all alliances may totter." Peace conference circles were in clined to believe to-day that an ami cable solution of tho Italian incident was in the making. Por one thing, Italy has shown her desire to maintain good relations with the Allies hy tho fact that tho Italian delegates remaining in Paris will continue to collnborato in the work of tho inter-Allied commission not pertaining to actual work of the peaco conference. It is thought possible that Premier rolando may call the Italian parlia ment together at an earllor date than May Otb, as previously fixed, and that ho may bo back In Paris for the open ing of tho negotiations at Versailles, which will not begin before the llrst or second of May. Paris, April 2 4.-A clause has beon drafted for insertion in the peace treaty fixing the date for the transition to a state of peace sixty days after the signing of the peace treaty. If the treaty is signed about May 15, peace will become effective throughout the world on July IB. The purpose of this provision is to prevent confusion among the more than twenty belligerent nations, which might tlx different dates tn their various ratifications, Accord ing to the present plan each nation will ratify Hie treaty according to its own laws, but all will unite in a common date, which will become a universal day of peace. This follows tho precedent estab lished at the conclusion of previous wars, but it is increasingly necessary in the present case, owing to the large number of nations signing the treaty. May Sign Separate Treaty. lt is being considered whether Hie United States, as an associated power but not an ally, should sign a separate treaty of peace with Ger many. lt would he the same treaty us that signed by the Allies, and would be signed at the same time as part of the same ceremony, but the effect of the separate treaty would bo to preserve tho position of the United States as an associated instead of an allied power, and would be a direct engagement be tween the United States and Ger many instead of betwoen the United States and a large number of other allied powers. Discuss tho "Fourteen Point?." Count von Brockdorff-Rantzau, in lils last reply, stated that tho Ger man plenipotentiaries had been des ignated "with the idea that pourpar DAYS OF DIZZINESS Come to Hundreds of Walhalla People There aro days of dizziness; Spells of headache, languor, baok iche; Sometimes rhouuiAtlc pains; Often urinary disorders. Fostor-Milburn Co., Mfgrs., Buffalo, N. I Ouo export engaged in this scrutiny I says thc principal discussion will oc cur ove1 tho fifth point, relativo to tho German colonies, and tho second, which provides for "free, open and absolute freedom of tho seas." The fifth point provides for "free, opon and absolutely impartial ad justment of all colonial claims." The treaty ends Gormany's control of her former colonies, with the League of Nations establishing mandatories. Whether this accords with the provi sion for "free and opon adjustment" is expected to figure In the pourpar lers. The second point, concerning the freedom of the seas, has not flg urod during the discussion of the treaty, and the attitude to be finally adopted has not been announced. Delay in Treaty's Completion. Ono of the men drafting the treaty lias expiossed belief that lt would* ie physically impossible to complete ibo instrument in time for tho arri val of tb'1 Germans, and that lt might oven ia . until May 15 to consum mate the tremendous task. This has led to some discussion as to present ing parta of the treaty already com pleted, - neb as the League of Na tions and the reparations provisions, but it ir understood that President Wilsqn and Premier .Lloyd-Georgo Insist thar, no parts be presented by themselves, but that the document bo presented as a whole In its en tirety. This may lead to some re vision in plans for tho delivery of the treaty with Germany, and there may be a brief period of inaction until the ioounien' is ready. German Couriers Reach Versailles.
