Within ten years, under such conditions, he said, Germany would be the victor of the war and the i allon would ho stronger In every way than it was in 1914. Peaeo Impossible. Ambassador Francis told the com mittee a complete and thorough un derstanding of the Kassian menace convinces him that with the Bolshe vists in power in Russia, peace not only In Europe, hut throughout the entire world, was an utter Impossi bility. Ho said even now there was good reason for hellevelng German and Austrian officers wero with tho "red" forces operating in Northern Russia, and he added that the Ger mans were steadily getting a grip upon the vitals of Russia and her industries. Bolshevik Proposal. Mr. Francis further testified that In formation had reached him that Ray mond Robins, former American Red Cross commissioner to Russia, had noon his return to tho United States carried a proposal from the Bolshe vik government lo President Wilson. This proposal, ho said, he under stood, was nil offer of certain con cessions to the American government similar to those granted Germany In the treaty of Brest Lltovsk. The ambassador said so far as ho knew, Mr. Robina was never given an op port nully to present tho proposal to tho President. In reply to questions of members of tito committee, Ambassador Fran cis said ii was his understanding thal the Soviet did not desire to make a similar proposal to Great Britain. Skottowe Wannamaker, chairman of the South j Carolina Cotton Association, and president of the South Carolina State Bankers Association, said that this afternoon he had con sulted with counsel with respect to old contracta on the New York cot ton exchange, and that it is the unanimous opinion that these ctn not be canceled or invalidated. "Holders of contracts," Mr. Wan namaker said, "realize this and will certainly protect themselves legally and demand tho spot cotton and ro fuso to cancel the contracts.
