A fifty per cont valuation for tax ation purposes I? manifestly unfair to tho people Of the State and to the State itself in Its sovereign ca pacity. People outside, in other States, look at South Carolina's tax able values and they seo they arc small; they look at the rate of tax ation and see that it is high. They are accustomed to paying small taxes on an honest valuation, and they are stunned hy the picture of a pauper State burdened with taxation. lt is to he hoped that the law making body of our State and the tax authorities ol" the State will yet learn that the people as a whole are not a lot of suckers looking for bait, and that the ?O-per-cent valuation for taxation tools no one. Government contentions that the power given Congress to declare war includes power to compel citizens to render military service, both al home and abroad, wero sustained by the court. Chief Justice White, who delivered the unanimous opinion in a brief statement, declared that after con sidering the various contentions the conclusion had been reached that most of them were imaginary rather than real. The decision resulted from the ap peals of 1 :> cases growing out of con victions under the selective service act. live coming from New York, three from Ohio, four from Minne sota and ono from Georgia.
