ANOTHER AMERICAN KILLED. Huerta Troo?>s Hang Clemente Ver gara-Was Lured Across llorder. Laredo, Texas, Feb. 25.-Official confirmation of the hanging of Cle mente Vergara, American citizen, by Mexican Federals, near Hidalgo, Mex ico, was received to-day by United States Consul Garrett, at Nuevo, Lar edo. Consul Garrett Immediately left Nu?vo for the scene. Vergara was a citizen of Webb county, Texas, where he engaged in the ranching business. He used an island In the Kio Grande, opposite his ranch, at Palafox, Texas, as pas ture for his horses. Vergara complained that Mexican Federals were stealing his horses and a small detachment of Texas rangers were sent to his ranch. On February 13 Mexicans appeared on the island and called to Vergara to come over, stating they would pay him for the stolen animals. The rangers ad > vised against compliance with the re quest, but the ranchman decided to go. No sooner had he reached the is land, according to reports, than he was struck on the back of the head by soldiers and rendered unconscious. In this condition he was carried into the interior of Mexico. Vigorous representations in behalf of Vergara were made to the Federal commandant at Nuevo, Laredo, and to Gen. Maass, at Monterey. The ranchman's release was promised, and apprehension for his safety was allayed until his long absence caused additional innuiries to be made. In formation was given out by the Mexi can authorities that Vergara's release already had beer, ordered. Yesterday reports were brought to Consul Garrett that Vergara had been hanged by the Mexicans, either on the night of his capture or the morn ing after, and the consul dispatched an emissary to Hidalgo to learn the facts. The report 'confirming bis hanging was brought here to-day. SHU Hanging to Tree. Laredo, Keb. 2*1.- -Olbcial confir mation of the hanging of Clemente Vergara was received to-day. Washington, Feb. 27.-Because ot tho wide-spread prevalence of "blind staggers," a disease which ls causing the death of thousands of horses, thc Department ol' Agriculture to-day is sued a statement outlining methods for combating the malady. Urgent appeals foi' assistance have been re ceived hy the department from no less than IG States, showing the uni versality of the disease. In past years, according to the de partment, horses have died by the thousands tn Texas, Iowa, Kansai-, and Nebraska from disease affecting the nervous system, popularly known ns "hliiul staggers" or "forage pois oning." Kansas and Nebraska bore tho brunt of the affliction during the past year, ont other States have also suffered seriously. Additional deaths, it is stated, have been undoubted.y due to "fake cures." The disease, tho department says, can be controlled effectively only by a total change of feed tnd forage. "It is quite obvious," li. ceclares, "that there is a direct connection between the green forage, exposed pasturage and newly cut bay or fodder which the hordes eat, and this c?r?bro-spi nal meningitis, as the disease ls known to scientists, ls the result. Kidwcll came here from Moberly, Mo., three weeks ago. A railroad de tective gained his confidence, and, according to local authorities, the confession resulted. Kidwcll impli cated another man in the crime. McKnelly and his daughter were beaten to death with a base ball bat. The assailant shot Mrs. MoKnslly af-" ter he had beaten her into uncon sciousness. Otto McKnelly, 21 years old, a son, was arrested at the tl.^ie, but was freed at a preliminary nea. Infi. ' McKnelly, who was 5 2 years old, was a car repairer. How to (?vt. lt and How to Miss lt. Kills Many People. (Bulletin by North Carolina State Board of Health.) February is the worst month for the worst disease - pneumonia. Pneumonia kills more people every year than any other human malady, not even excepting consumption. Pneumonia is a germ disease, and is caused by a small organism similar in some respects to those causing other diseases with which we are fa miliar. The germs of pneumonia get into tho lungs through the mouth, but not every one who has tho germs in his mouth will have pneumonia. If he did, practically all of us would have the disease before the winter is over. It is only when the system is "run down" that the germs do their dread work. We here give three good ways to encourage pneumonia, first drink lots of alcoholic liquors, the poorer the quality the better; second, expose yourself without sufficient clothing, particularly in extremo weather; third, and best of all, live and sleep with your windows closed. if you don't want pneumonia, heed the following ways of avoiding it: First, let all alcoholic drinks alone; second, dress according to the fash ion; third, if exposed to rough wea ther or if you get wet and numb, un dress in a warm room, rub the skin with a coarse towel, and go to bed; fourth; avoid constipation by eat ing more fruit and less meats and pastry and drinking more water and taking more exercise; fifth, keep your feet warm and your head cool, and last of all, live and sleep in the fresh air all the time. W. Dixon, a boy apparently about four teen years old, who was throwing snowballs at the automobile, as were also the other members of the crowd, including many grown men. Before a policeman arrived on the scetre reeling was malhfestod, and many In their excitement shouted to those about the car to drag the man out and mob him, which would have boen done had not Officer Wells ar rived a short time after tho accident, and hustled the car, chauffeur and injured lad to the police station. At least r>0 men and boys crowded the corridors of the police depart ment until the doors were barred to prevent the station from being con gested beyond control of the office force at the station. The young boy was not seriously hurt, although lt was claimed that he waa knocked down and that one of the wheels of the big touring car passed over his right foot. He limped slightly, but he could walk unassisted and no bones were broken. At the barracks a charge of disor derly driving was docketed against Schriaber and he will be forced to ap pear in court to-day on that charge. He wa s liberated on his own recogni zance. The Injured boy and several others who saw the mishap were put down as witnesses. Thc police declare thai the snow Balling on Broad street was a nuis ance, but that there was no remedy.
