Washington, Oct. 4.-Go\ 1 nmeut ownership of telegraph and tele phone lines is to be proposed In bills Representative David J. Lewis, of Maryland, now is drafting for intro duction in' tile House within a month. Though the measures which would have these public utilities taken over as a part of the postal service have not been made an administration policy, tile President is known to have discussed the idea with Repre sentative Lewis and others. Mr. Lewis has collected a mass of data on telephone (and telegraph opera tion and lias prepared estimates as to their cost to the government, their availability as a source of revenue and cost of maintenance. He also has worked out a plan for their ac quirement and operation as govern ment public utilities. Representative Lewis frequently has consulted with Postmaster G?nerai Burleson con cerning his project. When the Maryland Congressman reviewed his plans with the Presi dent, the latter, it is reported, evinc ed considerable interest, but it is known that consideration of the mat ter has not advanced sufficiently for the project to be designated as an administration plan. Dallas, Texas, Oct. 3-With scores of flooded streams in Southern Texas receding, no reports of addi tional loss of lifo had been received carly to-day. Earthquake in Panama, However, Most Serious ta Years. Panama, Oct. 2.-"Absolutely no damage was done by last night's earthquake to any part of tho canal." This signed statement to-night was Issued by Col. George W. Goethals, chairman and chief engineer, Isth mian Canal Commission. ^he canal oftlcials are greatly pleased over the fact that within tho space of one week the Gatun locks have been called upon to re spond to two supreme tests, and in each case proved equal to the de mand. On Friday last it was demonstrat ed beyond question that the locks operating mechanism works perfect ly and that vessels can be locked through at wm. While the earth quake test was not figured on. the event caine opportunely, as it has showed thal it will take more than tho ordinary earthquake to cause ir reparable damage to the lock struc tures and dams. Lieut. Col. Sibert to-day personally inspected the greater part of the Gatun locks and satislied himself that there had been no damage. Col. Goethals was as sured that the canal works had suf fered no injury. The President of Panama. Dr. Be Iisario Porras, inspected the canal works this afternoon and learned with great relief that the 'quake had left the canal unharmed. Damage $10O,OO0. Reports late to-night from differ ent parts of the isthmus indicate that the disturbance was purely of a local character with the greater in tensity in Los Santos Province, 120 miles from this city. A late dis patch from the city of Los Santos es timates the damage there at $2.r>,000, and in the entire province $100,000. No lives were reported lost, with the exception of one death froim fright. Greenville, Oct. 3.-In the midst of the ceremony as Benjamin Wood side and Mi?S Corinne Goodlett, of prominent South Carolina families, were about to take the nuptial vows, the solemn service was abruptly bro ken when the bridegroom fell to the arms of his best man In a dead faint. The sister and little brother of the groom were so overcome by the scene they collapsed in the church as the Ump body of their brother was removed to the outside. After a word from th? minister the throng of spectators left the church with the least possible emotion. Af ter the resuscitation, which required some little time, the ceremony was concluded in the open air In the presence of the immediate family.. Guilty of Boy's Death. Abbeville, Qa., Oct. 2.-The jury in tho case of W. A. Coleman, on trial here for the killing last April of 17-year-old Leon Melvin, to-day found him guilty of murder, but rec ommended him to the mercy of the court Sentence has not yet^-been Imposed, but lt ls understood he will receive a life term.
