The present agitation of the ques tion of completing the old Mino Ridge Railway through to Knoxville and the West has revived an interest lo cally that wo bad not even dared to hope for In its proportions of enthu siasm and spirit of hopefulness and helpfulness. l/ocally lt is a topic that, where two or three are gat herod together, coon becomes uppermost, and oil every side thero ls a spirit that tends lo show thal everybody not only hopes for tho completion of the road, but stands ready to do his pu rt. toward bringing the present agita tion lo a successful conclusion. Hut the Hine Ridge propostion ls "by no means a local question, lt is une that must affect, materially every town ami every section between Wal halla and Charleston, and mainly, ?is WC see it. the cities of Anderson and Charleston, with Walhalla as not less than third in Interest. While these places are deeply In terested, and will possibly derive the greatest direct benefits from the com pletion Of tho road, lhere is not a town, not a way-station along the route, from the mountains to the sea, thal will not receive ?ts full share of benefits thai must follow the open ing of such a great trunk line of rail way as this proposition affords. lt .will not only prove the consumma tion of what years ago was recog nized by our great loaders in com mercial affairs as tho great, need of a great section, but it Is bound to prove the greatest builder of a great sec tion of country that to-day stands willi beckoning hands calling for tho help of just such a great commercial highway, thal tho known wealth of the grain fields of tho Wost and Hie eoal fields nearer home may be tapped with tho same stroke that ls ro bring forth tho untold wealth ol' an intermediate section. There is no other commercial pro position thal can be brought forward that can possibly mean so much to South Carolina towna and to tho sirmfhovn Railway as this long-hoped ? old Hine Ridge, {-drawn-out light god for this de re strong in our or... ? ou?t.inmediate efforts may possibly fail, ibero is little doubt but that the very near future will bring forth definite results. The absolute necessity of this great line of railway makes it one of the things that must bo within at least a year or two. lt needs enthusiasm, however, and that is assured. Mut il needs also active interest and active support, and there must be none lacking from one end of the Une to the other. We feel sure that when the time comes for the pledging ol' material assist ance the citizens ol' Walhalla and Oconee will not only do their full duty, but will go tho limit of their nbllity. Judge Outraged at Verdict. Wilmington, X. C., April 9.-Out raged at the verdict of not guilty by lin- j\uy lu tho case of Joseph Ste phens, acquited of murder after hav ing previously boen convicted and sentenced to electrocution, but grant ed a new trial by tho Supreme Court, Judge Robert B. Thc Chamber of Commerce will to morrow go before fhn people of Spar tanburg with a fieflnlto proposition regarding tho establishment boro of a branch ot the Metrics; Hosiery .Mills, of Walhalla. The proposition made to the city of Spar tanburg by Col. Jayues, the head of the company at Walhalla, ls thought by the Chamber of Com merce committee to be as Ubi ral as could be desired, and tho committee ls recommending lt most earnestly to the consideration of tho citizens of Spart a nba rg. Couldn't Get l*abor. Because of their Inability to secure the necessary labor the owners of the Walhalla plant have been forced to seek elsewhere for a location for tho installation of that part of their machinery which has boon lying Idle. Their plan was at first to establish at. Spartanburg only a small plant, whore they could got labor for knit ting, the idea being to do tho finish ing and dyeing at Walhalla. They have been so much pleased with tho outlook at Spartanburg. however, that they now propose to buy new machinery In addition to what they have, put in a modorn dyeing plant and equip a complete knitting mill in Spartanburg. Asked to Buy Stock. The capital stock of the present or ganization ls $a3.ooo. it ls proposed to Increase tho capital stock to not loss than $f>0.000, of which $10,000 will be of 7 per cent preferred stock and $20,000 common stock. Spar tanburg ls asked only to subscribe for $5,000 of the preferred stock. The proposition made to the gentle men from Walhalla was to the effect that Spartanburg would endeavor to make tiny subscription and also to give the new organization the use of the Bussell Machine Works' plant at a rental basis of ti per cent upon an option price of $15,000, the Hetrlck Company to pay the taxes, repairs, otc. An option upon the Russell property for a period of ten years for the sum ol $15,000 is to be given. lt will be remembered thal this property was recently bought by ll. H. Carlisle, who has agreed to turn it over for this purpose at the above price. Tho plan of the Chamber of Com merce committee ls that a holding company be organized for the pur pose of purchasing the Bussell prop erty and leasing lt to the Met rick Mill Company on the above basis. Subscriptions to this holding com pany and to tho preferred stock of the mill company in the amount of $5,000 will bo asked of the Spartan burg people at once. lt ls empha sized thal of the $ IO.OOO preferred stock Spartanburg is only asked to subscribe this small proportion. All the money received from the stile of stock will be put into the plant. The preferred stock will thus have be hind it assets to the amount of at least $liu,000. ( 'onunittee Enthusiastic. The committee which mot with Col. Jayhes and the Messrs. Hetrlck yes terday is composed of J. W. Alexan der. John B. Cleveland, H. B. Car lisle, W E. Burnett and H. E. Ra ve ne!. These gentlemen are enthusi astic over tho proposition and will do all in their power to secure the enterprise for Spartanburg. Col. Jaynes outlined a proposition to-day received from another city, which was even more favo rtible than the one received from Spartanburg, but. for various reasons he preferred to come here If tho necessary arrange ments could be made. The mill will have a capacity of from 100 to 000 dozens ol' the very highest, grade hosiery, for which a market baa been assured at stable prices, lt will employ from 150 to 200 people at wages from $6 to $12 per week. The committee In charge of the proposi tion ls composed of very busy men, and they would appreciate a quick response. The Henson foi* Brunch Plant. For (tuite a while lt has been the effort of the hosiery mill people of Walhalla to secure sufficient opera tives to run the plant In Walhalla full capacity and full time, but they have found lt absolutely impossible to secure moro than about one-tlhrd the number of operatives to carry out this plan, and as a consequence much of their machinery has been Idle practically all the time. Only recently the plan of carrying the Idle machinery to some point where bel'? could be secured was blt upon as the best solution of the problem of ope rating the plant at full capacity. The original plan, as stated by the Spartanburg Journal, was to divide the plant in such manner as to dd the knitting and first work at Spar tanburg or some other point, com pleting the product at the dyeing and finishing plant at Walhalla. With true Spartanburg spirit, however, the Spartanburg people preferred a lar ger plant and made efforts to that end. with tho result that If the branch is established in that city (and lt ls thought to bo practically an assured fact), the two plants, while under one head, with head quarters at Walhalla, will be each complete in itself. Some ol' the ma chinery of the Walhalla plant will be shipped to the branch plant and oilier new machinery purchased to make two fully equipped plants. lt is matter ol' venous regret that condition have never been such as to make the operation of the plant here at full capacity, or anything like full capacity, a possibility. Conditions at Spartanburg are widely different, however, and the prospects are for an ample supply of first class hosiery mill (?iteratives within a very short period, The change will In no way curtail tile number of operatives at the Wal halla plant, but, on the contrary, the mill owners will maintain their pol icy of giving employment to all avail able young women who desire to se cure an unusually nice and clean means of livelihood. Tho hosiery mill work Ls run on the piece-work system, the operativo making more as they become familiar with ibo de tails of their employment. There aro a number of the present opera tives hero v/hose dally wage average ls from $1.25 to $1.75. These ope ratives were all total strangers to the hosiory business at tho start of the plant hore. Columbia, April 10.-A group of convicts, who had boon engaged In tho work of cleaning tbe State House, presented to Governor Blease a "Joint" pardon petition to-day. Tho men had been recently at work in tho Governor's office, whore a new fur nace was Installed and a thorough cleaning was had, so they felt they lind a "call" for clemency. They presented the petition to gether in formal language. Several of the men were long-termers and two life-termers wore in tho bunch. Card of Thanks.
