Senator liarle, of Oconce, has In troduced in tile Senate a bill which seeks to give the Governor the ap pointing power in cases where lite services Of special judges are requir ed. Heretofore tinsse special judges have been recommended by the Chief Justice of the Supreme Court or an Associate Justice acting in his stead, und commissioned by the Governor. This system has. so far as we have ever heard, been entirely satisfactory und lias me: all tho requirements of law and justice. ll does not, how ever, seem to meet all of the require ments of "political friendship" of tin . i nor Blease. His request for more power in the matter of choos ing men to lil! vacancies in judge ships, and Hie appointment of special judges, is frankly stated by him lo emanate from a desire to place in these positions his political friends, There i.-, no good purpose to he served, nor will tin/ unod result, bj granting his request, and we believe tl.. Genoral Assembly will be far Hightod enough' to promptly kill Hie bill introduced in obedience to his roij nest. There are i wo divisions ol Hu '?at" government that should ho kepi for over separate ?iud ll isl I ucl from Hie executive department, and as tar re moved from polities .is possible, and I hose (wo are the judicial and edu cational departments. They should work together in harmony, but each Independently ot tho ot ber so ?ar as purely departmental questions are ?.un. ei ned. Politics has no plac? in the a Intln istration of justice, a:.J the educa tional interests v. ill be pest served by being as tar removed as possible from Hu blighting effects of politics and polit Icbms. DESER V ES IN Y ESTl<JATIOX. Last Saturday morning the Blue Ridge train was derail ><1 near the "Y" in Weal Union, Hie accident being due. it is thought, to some person or persons maliciously or mischievously inclined. Fortunate!) the accident occurred inst as the train was start ing om from the "Y", and having at tained only a very moderate speed no damage was dime further than pul ling i lie engine and tender on ?o i he cross-lies and delaying Hie train some four hours. This inconvenience io the public and expense lo the rail load coi ip.my- wore bad enough, bin the .nt thal broughl about Hie acci dent, whether dope maliciously or tinte)' !; mischief, was one ilia! lias the possibility o' bringing the perpe trators lalo very sei iou., trouble if I In- railroad co m pa ny is able to se cure tile i roof of guilt. ll ist Ile auppOSil ion I hat I be deed j.- thai of mischievous boys who Inn frequently boon -teen wasting valua ble time in the vicinity of t ?ie " V ". it would bo well for parents to In quiic as lo the whereabouts of I heir boys. Some day a similar trick may bc played, whereby li.es may be lost ns the result of au accident, in that ca te, even t hon J li i he ucl might bc proven to have boon committed through thoughtless mischief, the perpetrator, in Hie eyes ol tho law. would be guilty DI murder in some degree. If the parties who drove ibo iron wedge bel ween the main track and the switch are found, thej should be severely dealt with. lt would have a mighty wholesome effect. THE COUNTY GOVERNMENT BILL The letter of Senator Harle this week contains tho nev,- county gov ernment bill as a g rood upon by our delegation In tho General Assembly. There is no question bul thal the bill i;i a slep In the righi direction? there ia no Questioning tho need of changes in our form of county government. lt does seem tc us, however, that tho bill lu question ls not just what Oco nee needs to meet the present cnso. lt strikes us that lt Is entirely too cumbersome to begin with; Its pro visions too numerous. Its scope too general, and from start to finish lt lacks clearness. H seems to us to be susceptible of almost any con struction, and we believe Us passage as it now stands will but put the af fairs of tho county, already bad eupugh, into a state best expressed as "confusion worso confounded." What the county needs, as we see it. is a clear-cut change of system, abolishing the ellice of county com missioner at the expiration of the term of ofilce of the men just elected for two years, and the election at that time of township commissioners to assume charge of affairs, each commissioner or set of commission ers for his or their own township. The provisions for the raising of funds for road work should contain, wc think, an alternative of levying direct taxes or the issuing of town ship bonds for the purpose, with suffi cient levy to meei the Interest on the bonds and create a sinking fund for their retirement at the expiration of the term for Which they might be issued. We have no unfriendly criticism to make of tin1 bill. Its intentions are good, and it may be that we have not. in our hurried reading ol' it. caught the full meaning and import of its provisions. lt is this inability to decide, from our first reading of its terms, what its intentions are that prompts us to suggest tile need of more can? in its framing and ? loser study of the real business side of Hie matter. WIONYIli IM.OT IS DISCOYKltKD. Plotters Would Destroy Cotton Crop hy Distributing Insects. i Atlanta Georgian, t 1 th. i A plot to distribute tho destroying liol! weevil in every cotton growing county in Georgia ami South Car olina, in order to reduce the crop and raise the price, that the plotters may profit, is exposed in a statement I made io Governor-elect Hoke Smith hy a man whose name he cannot dis closc, inn who is gi\cn credence by t lie dov ernor-elort. T'.ie first information came in a letter to Mr. Smith and was followed by a personal visit to lum by tb?? lunn who gave the information. Har mer, and i he public generally are warned against the two plotters, who are reported to have more than I on.min live boll weevils in their possession, ready io distribute over Georgia and South Carolina and spread Cae plague ol" cotton beyond ail cure, Letter to Mr. Smith (?n Wednesday, February l, Gov ornor-Oicel Hoke Smith received thc* letter which is printed below. Ile communicated at once with Commis sioner of Agriculture Hudson and state ICntomologist Worsham, As a result of ?heir conference Govornor-elect Smith published the personal in Tho New York Herald on Sunday. February 5, as requested. They also aureed that the letter should be published to put the public in possession of the tacts. on Friday, February lo. Hie wri ter of tile letter called on the Gov ernor-eleci and assured him that the facts slated in the letter were abso lutely true; thal he had promised not to give tlie names of the parties, but had notified them that he Intend ed to do an fn his power other than giving their names to the public to defeat their purpose, He also au thorized Hie publication of his letter, 'mt insisted thal his name should be withheld from publication. The following is Hie letter: Hon. Hoke .-smith. Governor of , Georgia: Dear Sir In writing this lotter I do so because I feed it is my duty, and 1 know von well enough by reputation to know von wilt ap preciate it fully. I will be as brief as possible and get right to tho point. There aro two men one from Texas, and I am not just sure at this wiitin:,' where the other is from, bul I should say Chicago from his talk - who are going lo distribute tho boll weevil in every cotton raising i unity in Coorabi and Soul li Carolina in next ??0 days. They claim lo have over loo,nun Jlvo insects now, and they showed me a box containing ti should say 1 ...imo of t hem. Theil' object, in discussing il with me, was to gel me to help them dis tribute lite weevil and share in the profits- t hat is, 1 w as to buy 1 ,000 ha!es ol' October cotton. I think from Hie talk that om- man has ai rearle gone to Augusta with several I hotisand in small boxes. How I happened lo he able to write von this Information came about in this way: I met one of the men, w hom I have known for several vears, and w had two or three drinks together and the conversation drilled lo colton. I expressed a be lie! that colton would dei line 10(1 points or more. Finally he said If I would give him my word as a man he would tell me something out of which I could make a fortune. I promised him. and this was the scheme he disclosed to me: Ho gave me a mass of details, etc., that for the present are worthless. The second man seemed afraid to trust me, or any one. In this case the man whom I knew assured bini I was ali O. K. Hence the confidence. I fell ?i was my duty to do some thing, so 1 though! I would write you and lol you advise the officers and farmers lo be on the lookout for suspicion;-, people. I am a business man here and do not want any no toriety, so must make this an anony mous letter. Am leaving Tor New York to-night, if you are Interested, insert a personal in The New York Herald and sign lt Georgia In next Sunday's paper. I am willing to come and see you and do anything that you think boat. I promised upon my honor I would not disclose any names, but I might help you and your ofllcoj-B Intercept the Insocts, and arrest the men with them. New Orleans, January 31. Means Millions. The appalling significance of this scheme will arouse tho State. Only a few months ano a great conference was held In Allanta with many ex ports present to platt against tho day when the dread pest of tho cot ton fields should cross tho lino and Invade Georgia. Stato Entomologist Worsham, Commissioner Hudson and others have been waging a steady and per sistent campaign of education over the State, conscious that In arousing cotton growers tn Hine there lay the surest and safest method of com batting the trouble when lt did come, which, lu the minds of those who know the ways of the weevil, ls in evitable In a few years. Apparently two shrewd scoundrels have kept posted on the movement in Georgia, and aro plotting to Intro duce the weevil Into the State lu advance, then take advantage of the speculative possibilities arising therefrom. A piece of flannel dampened with Chamberlain's Liniment and bound on to the affected parts is superior lo any plaster. When troubled with tame back or pains in the side or chest give it a trial and you arc cer tain to be more than pleased with the prompt relief which it affords. Sold by all druggists. Rev. M. E.
