\ SENATE SUMMONS COTTON MEN. .'Cyclone Smith" Pushes Investiga? (ion ns to Alleged Combine. Washington, Mny ll.-Failing to get satisfaction from Attorney Gen eral Wlekersham regarding the question of who sold cotton to the alleged pool, in response to a resolu tion recently Introduced by him bearing on that subject, Senator Smith, of South Carolina, to-day se cured tho consent of the special com mittee on the cost of living, of which he ls a member, lo summon to Wash ington at ohCe some of tho largest cotton operators In the United States. Subpoenas were accordingly Issued for the following: Lewis W. Parker, Greenville, S. C.; Frank P. H?yne, New Orleans; R, P. Stack house, Dillon, S. C.; J. C. Hickey, Henderson, Texas; lt. Mays Cleve land, Marietta, S. C. Messrs. Hayno and Parker have been summoned lo appear before the committee next Monday, while the others will ap pear Tuesday and Wednesday follow ing. Referring to thc matter Senator Smith said: "Attorney General Wlekersham claims that there ts no authority by which the Senate or Congress can command him to gather facts rela tive to any question under discussion in the Senate other than mere opin ion as to the law relating to any fact. Whether this ls true or not, he seems indisposed to proceed to tho investigation ol' who sold the cotton to the alleged bull pool. I Intro duced my resolution believing that he, as well as the Senate, would seo that the alleged pool could not pur chase this cotton without some one selling it to them. And I thought that it would be a very easy matter for tho same grand jury who have under investigation the men who bought it, to proceed at once to in vestigate the men who sold lt. "As a member of the committee on the cost of living, 1 propose to have brought before us the parties who bought the cotton and the par ties who sold this cotton, ns well as cotton growers from different sec tions of tho South, in order to dem onstrate to this committee that every force that works ror me raise of the price of cotton ls In no sense in re straint of trade, but beyond a doubt in furtherance of trude, for the rea son that the more money you can give to the American producer, who exports lils stuff, the more you In crease his ability to buy and the greater ease with which he satisfies bis needs. "When I shall have demonstrated this to the satisfaction of tho com mittee, and having ascertained the names of the party or parties who have sold this cotton and thereby depressed the price of this great ex . pori article to the serious detriment of American trade, such steps will then bo taken ns are warranted, to see whether or not there is some law by which (hey may be called Into Court. One thing ls very sure: As long as 1 am In the Senate, no such flagrant abuse of justice at the ex pense, not only of the South, but of America al large, shall be perpetrat ed without every means at my dis posal being exhausted to see that justice ls done. "The Attorney General may hide behind a technicality, or be may be in the plain discharge of his duty as he sees it. but be shall not do such violence as (his to the commerce of the country, without every means be ing exhausted to prohibit it." "T. R." Now a Doctor Wise. In a certain town in South Caro lina, before the Civil War, there was an old Scotch Covenanter church, the pulpit of which bore; a strong resem blance lo a Hour barrel, lt was fas tened to the wall and reached by a flight of narrow, winding stairs. Among the preachers who occupied the pulpit at different times was one who was noted for the vigor and en thusiasm of his delivery and the ex treme energy of lils jestlculations. The congregations had often trem bled for his safety as he stamped and pounded In the old pulpit, but no ca tastrophe occurred until one day when he bent forward over the edge, and, shaking the unstable structure, shouted, "The righteous shall stand, but the wicked shall fall." Before the words were fairly ut tered there was a crash, and the old pulpit and Its occupant came to the floor, together with much dust. The minister picked himself up, and, waving off the members of the congregation, said, dryly, "Brethren, I am not Injured, and I don't mind the fall much, but I do hate the con nection." -? - The government of Brazil proposes colonizing the Indians on Its public lands and furnishing them with farm Implements.
