Elsewhere in this Issue v/ill he Tound a description of the beautiful "Homo" Just completed and opened Un Columbia for the comfort and maintenance of the Veterans of South Carolina who are unable to .caro for themselves. The reading of ' i description is calculated to brln" lo the heart of every Carolin ian a feeling of pride ?ind gratitude that a* last we have made provision for tho needs of those who gave their services to the cause of the Confed eracy and aro now broken in health und In need of help from the State Uley served so well at. the time tho Slat.- and the whole South needed the service they rendered. Read the description, which will he found in the second column on the seventh page of this Issue, then .contrast lt with tho following dis patch from Anderson to the Green ville News: "Because of a lack of discipline among the inmates of the Soldiers' Home at Columbia, .UK. lyennse the inmates are allowed to curse, tell Smutty jokes, keep themaelbes inde cent, anti because their table man gers are horrible, Riley Rowland. Who went to the home from Ander don county, has returned, and says "lu- -will never ester the homo again unless great changes take place. "Mr. Rowland Is one of the few survivors of the '('rater' at Peters burg, and thora is no man "dug more honorable and truthful. Ile .vas high ideals, and his friends here tar? distressed lo learn that condi tions are so that he cannot romain at The home, where he has been look ing forward to spending his declin ing years. Mr. Rowland sass he stayed at the home as long as he could bear it and then left. His friends will provide a home here for him." What a shoc k to the s. uso of de cency and propriety! A beautiful home provided for the Confederate Veterans by the people of the Stativ und >ot, almost at its very opening, one of those whom il was designed to benefit a man "honorable and truthful, a man of high ideals." 'According lo the reports that have gone out from his home town has "stayed there as long as he could bear it" because "the Inmates are allowed to curse, tell smutty jokes, keep themselves indecent, and because their table manners are hor rible." if this report be wholly truthful wc congratulate Riley Row land, Cosfederate Veteran end South ?rn gentleman! Would thal In the "Home" every Veteran whom we honor for their bravery and loyalty to the Southern cause, and whom we love for their own sakes and the sake of the "('ansi' thal was Lost" could bear the same title than vhjch lhere is -..o higher In the soc ?ll?r life, and which *o many have borne "Confed?rale Veteran and Soul horn Gentleman." Rilej Rowland has acted wisely and nobly if his act is based on honor and high ideals, and il will have the effet i of cleansing the home's titmos ihore. If indeed ?i needs cleans ing. The Sia'e and Ihe people ( \ pect. d and will have a "decent" Home for the Confederate Veterans, The building ls not only "decent." but comfortable and home-like, with beaut Ifni surroundings, Commandant VV. I). Starling flatly Ionic Rowland's charges as basely : '.-e ?uid without any foundation in ..vet. stating that "Rowland was re . tireted for a week because h.- had lola ted all of the institutions sani tary laws." This eplsmlo, therefore, will have )'s good effect ami make it impera tivo thar :i <ode of morals and de cency shall l'. enforced at the home, throughout, or else ir n i t be made into two divisions-one for the Vet erans who respect timms. Ives and others, and one for those who have .-?co self-respect and who. but for the -ovo of thc cause thoy ...-r.ed. would vwramnild no respect from others. There is no Question hut there is n false statement out in the matter. 3f Rowland's statement is true, the institution unquestionably needs "renovating;'' and ii Capt. Starling ?s correct there IH little doubt that there is no room for Rowland in the "home." li ls weil I hat this matter has come to a head at the very out net, and no matter how seemingly nnfortunate tho Institution In the Jon? run will be better as Its result. MUZZLE Yorit DOO. Did you know that lt ls against tho local laws to penult your dog to roam at largo unmuzzled? And did you ever stop to think that you "re not only violating the law when you do permit it, hut are also menacing children especially and grown people as well? And If your dog runs at large, ls caught and impounded, and if you fall to take lt out of the officers' hands hy paying $1 within 2 1 hours, and that dog is shot, how much of personal grudo will you hold against the officers of the town? You cannot have any just ground for Injured feelings. The fault Hes with the owner of tho dog. In this connection we reproduce here Section 3 of Ordinance N'o. 2, of local laws: "Section 3. That any dog running at large within tho corporate limits between the 1st day ol .lune and the 1st. dav of October, without a muzzle, ls liable to be seized and retained for a period of twenty-four hours, dur ing which time his owner cnn redeem him by paying the sum of one dollar, and If not so redeemed, the dog shall then be sold or shot, at the discre tion of the Mayor. That any owner of a dog or dogs who shall let stich dog or dogs run at large on the streets of the town without being muszled shall be deemed guilty of a misdemeanor, and shall be punished at the discretion of the Mayor, with in (lie limits of his authority. Pro vided. That nothing in this Section shall be construed as applying to dogs belonging to any party or par ties passing through the Town of Walhalla." The question of rabies ls one that Is attracting the nttetnlon of the medical fraternity all over the coun try. There ls a cure for rabies, but no certain cure except prevention and "an ounce of prevention ls worth a pound of cure." On this line Dr. Kerr, one of the prominent and eminent physicians attending the conference recently held lu Washington. D. C.. for the discussion of the subject of rabies, made this very timely statement in closing his remarks, which were based on careful study and research covering a period cf several years: "Public opinion is becoming rap idly educated to the necessity of muz zling dogs as the only certain way of overcoming the disease. It is quite as reasonable to require the muzzling of dogs as it Is to prohibit the free roaming of cattle and horses In the st leets." At this conference the two diseases - rabies and leprosy wore consid ered in connection, and the general trend of the doctors' views was to ward the heliel that this whole coun try, by States, counties and munici palities, must combat th?se? two lis eases by concerted action it' their spread is to be checked and the more dangerous of the two diseases was considered to be rabies, by rea son of its greater | 'evalenee and thc commonness of ns main source worthless, roaming dogs.
