GLAD DAY AT CONNIE MAXWELL Mountain Rest, Aug. 1.-Editors Courier: Though a stranger to you, and to most of the people of Oconee county, seeing from a glance at your paper that your columns are devoted to the general upbuilding of your State, county and people, I? have con cluded, by your courtesy, to give ex pression to a few Impressions made upon me since sojourning amongst the good people of Oconee county. While lt ls true I only ca:* ? here to spend the hot months amongst the healthful hills, and to free myself from the malaria contracted in thc low lands of Florida, Mississippi and Alabama, the benefits already derived have about caused me to decide to cast my future with the children of South Carolina. For the past twenty, five years I have been directly con nected with the cause of education, and if there ls one subject, more than hooves every citizen to see that not only are the educational advantages adequate, but that they are adopted, or made use of. It is an undeniable truth that, as a rule, our rural boys and girls have bright minds, and, when properly managed, eagerly ac cept of offered advantages. It is also equally true that many rural par ents are totally indifferent towards educational matters. It is here that the law should step tn and aid the ambitious youthful mind to avail it self of educational opportunities. Texas, (which ls one of the lead ers in educational matters), Califor nia, Missouri and many other States that have enacted compulsory laws, have found them wholesome and ex ceedingly beneficial, and Mr. Warren, of Chicago, says that it is a positive fact that those parents who most blt terly opposed the compulsory laws, claiming that the State was Infring ing upon their domestic rights and aiithority, became the best advo cates of the measure. It ls the coun try child who is the loser, not the town or city child. The farmer im agines a thousand ends, for the ac complishing of which he ls compelled to have his boy or girl who should be at school, but so soon as he sees he must send them he soon ascertains the fact that the family accommo dates itself to the new condition, and all moves well. Again, there is something wrong any other, upon which 1 may bo termed a mono-maniac, it is thia beautiful theme. As a Mibbcrilvr to three of the leading educational journals of America, I have tried to thoroughly study the question in its many varied phases, as presented in the various States, lt ls a lamentable fact mat South Carolina has the largest per qent of Illiteracy of any of the South ern States, and lt ls hut natural that one should ask, why is this so7 Thc destruction of all social system by the war was a problem that had to he met by all the Southern State? after our brave fellows surrendered at Appomattox, and in the reovgani ./at ion which followed the routing o Carpetbagism, properly spoken of as reconstruction days, the negro ques tlon was a serious obstacle in the re organization of our educational sys terns. 1 do not believe that any two o the Southern States dealt with thi question in identical methods, while many laws were similar. It Is no my Intention, however, in this let ter to touch upon the manner in which the different States have deal with the negro educational problem but I do desire, if possible, to stir up those who should be most Interested In what ls known as our common school system. The future of South Carolina depends upon the boys and girls who are to-day attending ou common schools, and lt certainly he in the country system, when chil dren have only three or four month school each year. No State in th South ls making greater strides in the improvement of her schools (and A Self-Mndo Man-Born on ? (Greenwood Index.) lt would be difficult to give a pic ture of the excitement that reigned for a while at Connie Maxwell Or phaugae, when the paper came Wed nesday giving a list of the young la dies who had secured scholarships in Winthrop College for the coming year. Three of the young ladies from the orphanage stood examinations for these scholarships in July, and they were all successful. Miss Ida E. Rob. orison, who graduated from Connie Maxwell Orphangae a year ago, and has since that time been stenogra pher and housekeeper at the orphan age, stood the examination In Spnr tanburg, her native county; Miss Jessie Nail went to Greenville, and Miss Pauline White to Edgefleld. where they stood examinations. It . ls a remarkable attestation to ?he! colleges as for that matter) than 1 Florida. For the coming Behool term the country schools will run fo seven months, with a very few excej Hons, and none for less than si months. In the payment of teacher she js a close second to Arkansas Texas leading. A il rs t. grade t cache ls paid from $<">"> to $80; secon grade, $r>0 to $tir>, and third grade $:?.~> to $45. By these measures Flor ida, Arkansas and Texas are invttin t horoughness of the school work of this tine institution that these young ladles should have done so splendid ly, and that thy should have won their prizes over such formidable competitors as they met in these va rious counties. When the news came thc bells rang and the children shout ed and everybody felt good.
