HON. E. E. JfERHER EXPLAINS ABOUT THINGS CONCERNING (OCONEE COUNTY. li iel) lund, Decembpr 17.-Editor* Courier : I owe the people of this county an explanation as to a disa greement with J. li. Earle in regard to certain bills that I accused him of passing in the Senate, whiob ho denied. 1 will simply give the record and suy no more, leaving the people to deoide who was right. In 1905 Mr. Earle passed a bill in the Sonate subjeoting all the lands on Conneross oreek and Little river to condemnation proceedings. See Senate Journal 1905, Senate bill 414. The same month of the same year you will find that in the House I amended Mr. Earle's bill by striking out "Conneross oreek" and inserting ?'at or near J. D. Isbell's," aud by striking out "Little river" and in serting "at High Fa" V See House Journal 1905, page (?0 . These books I have left at J. W. Shelor'e office for all to see who wish to. Now you must know that the sim ple meaning of Mr. Earle's bills, as he passed them in the Seu?ie and as they came to the House is, that every foot of land on Conneross oreek and every foot of land on Little river could have been condemned and sold from thfl owners, whether they wished to sell or not. You may consult any lawyer as to this status. In 1906 Mr. Earle came back and passed a bill through the Senate naming other streams and asking for additional powers. See Senate Jour nal 1906, pago 105. R. T. Jaynes was in Columbia about this time and offered some amend monts to the bill. I had not then seen the bil). As soon as I read it I told Mr. Jaynes that I could not let such a bill pass tho House. Ho was representing the Oconee Water, Light and Power Company, and asked mo if I would then bo willing to run a line across the county from near Jarratt's bridge place to High Falls aud tap the upper part of the county. I could not consent to thp.t and Mr. Jaynes said no more about it. Aftur thia Mr. Earle carno to my room and wanted to arnaud the bill. I told him that the only way I meant to amend tho bill was by killing it. Then he asked T. J. Mauldin, of Pickena, to table tho hill and with draw it from the House rather than havo it killed. See House Journal 1006, page 625. This is a statement of the matter briefly, aa the Senate Journals and Houae Journals referred to above will show. All Run Down nlilS is a common expr?s* sion we hear on every side. Un less there is some organic trouble, the con dition can doubtless be remedied. Your doctor is the best adviser. Apos tle Roberts said in au Interview: "There is no reason why we should not establish what we call 'stakes' and 'wards' in Zion in Tennessee, Georgia or anywhere else in the land, as wed as in Utah, Oregon, Idaho, Colorado or Canada and Mexico, where we ha -o such organi sations. Our people in the South will be urged, as indeed they have been in the past, to remain io their homes where tho gospel found them! We think' that our ideas will be helpful where they axe made to obtain In respect of the rt oe question of the South. It is a oommaad mont of God with us that there should be no amalgamation between the white race and the black, and tait each race should be taught to preserve itself from suoh amalgamation. The heaviest church disabilities would result with us from the violation of such views, aud I take it that race amalgamation touches a fun damental point in the solution of your race problem." Hol lister's Rocky Mountain Tea. 35 cents. Dr. J. W. Bell. Ten Dollar Bills Too Numerous.* The Secretary of the Treasury recently issued tho following opeu letter to all banking institutions of the United States : "A very marked scarcity of small bills is noticeable everywhere and the Trea sury is powerless to relieve. In the ab sence of legislation, allowing national banks to issue a large proportion of their oiroulation iu denominations of $5 ?the banks themselves must be relied upon to alleviate the strain as far as possible. There are in circulation nearly $15,000, 000 in silver certificates of the denomina tion of $10. Many of these are doubtless packed away in the vaults of various banking institutions and held as reserve. Permit me respectfully to ask that each institutioo, State and National, search the money in its vaults and send these $10 silver certificates to the Treasury. They will be promptly converted into ones and twos to the very great relief of the country. It is the only remedy. Let no bank complain of conditions until it has literally searched its own vaults and contributed as far as possiblo to the re lief of the situation." We care not how you suffered, nor what failed to cure you, Hollister's Rocky Mountain Tea makes the puniest, weak est specimen of man or womanhood strong and healthy. 35 cents. Dr. J. W. Bell. Senator Latimer Kicks on the Income Tax. Columbia, Dec. 10.-Comptroller Gene ral Jones has received a letter from Au ditor Burriss, of Anderson county, say ing that Senator Latimer, in spite of re peated invitations, refuses lo pay any in come tax. Auditor Hun isH incloses a letter that he received from Senator Latimer. Mr. Latimer takes the position that the State cannot tax his salary as a United States Senator, and says that bo and Senator Tillman have consulted lawyers, who have advised them to this effect. Mr. Latimer also says that his income, ex clusive of his salary as Senator, does not amount to $2,500 a year. So far tho only South Carolina Con gressmen who have mado returns for the income tax are: Messrs. Aiken and John son, though both may have considerable incomes outsido of their salaries. Tho late Attorney Goueral You mans decided, in tho case of District Attorney Capers, that Federal office holders are not liablo to the State income tax on their salaries from the Federal Govern ment. Assistant Attorney General Ray has also mado a similar decision in re gard to tho Congressmen. The idea seems to be that tho State cannot tax tho incomes paid by the Fede ral Government to its office holders, and on the other hand the Federal Govern ment cannot tax the incomes of State officers, though eaoh may tax the income of its own officials. There are other good lawyers, however, who hold to a different opinion, and say the State oan tax the incomes of all citi zens of the State regardless of the souroe of the income. It is likely that a test oase will be made to settle the matter, probably with the case of Senator Latimer.
