Seneca, Oot. 10.-Seneca white citizens are deploring the attempt, to dynamite tho building which is being built for a oolored college, whloh occurred last Fri day night, aud about which the daily papers have contained full accounts. T tere seems to be no clue whatever to the caiiNCH or perpetrators of the deed. It is roported that Williams, the oolored preacher, who has the building of the oollego in oh argo, bas beeu offensive to ward tho other colored collogo boro, and that feeling between the two factions has boen aroused, it is also reported that Williams has courted tho ill will of the whites hero ou aecuuul of alloged state ments that Williams has mado from timo to time, bearing upou the attitude of tho blacks U)ward th . whites. Williams do nica both chargei- stoutly. Wbatovor tho fact? ia tho case may be, it is an ugly affair, and is receiving tho thoughtful attention of the citizens here. At a mass meeting of the citizous last night, called for the purpose of com idor iug tho matter, strong resolutions wore passed condemning the act, and the Town Council was requested to offer a suitablo reward for the arrest aud conviction of tho guilty party. A committee of five was appointed to Investigate tho charges against Williams and report. The com mittee isas follows: Messrs. ll. F. Sloan, O. W. Oignilliat, J. W. Byrd, J. H. Burgess and F. M. Jordan. Miss Esther Clarksou entertained a number of ber youug friends last Friday afternoon in celebration of her birth day, tho occasion proviug one of the most delightful that the younger Bet has boon privileged to eujoy. The contest, consisting of a number of questions which were to be answered in words ending in "ago," wus most suggestive and waa heartily engaged in. Tho prize, a dainty bisque piece, went to Miss Nel lie Hines. The delicious refreshments, consisting of jelly, cream aud wafers, were daintily served. Many beautiful birthday gifts from tho friends preseut attesteij silently tho high esteem in which the fair hostess is held. Those who enjoyed the delightful affair were: Misses Bessie Peat ross, Eula Barrett, Minnie Kirkpatrick, Nellie Hines, Bertha Lee Cox, Mary Earle, Lois and Norma Oignilliat, Frances Arringtou. Lucille Hamilton, Jeannette Holland, Verna Stribling and Wy nonah Carey. Mrs. M. W. Coleman's frieuda here are delighted to nee ber in Seneca again and to know that she will be here aome time. A number of Seneca people attended tho meetiug of the Old Stone Churoh As sociation last Saturday. Mrs. H. J. Gignilliat's friends regret to know that sho bas been quite unwell again. Norman Bacon bas instituted an enter prise, which Alls a long felt want iu our town, a wood yard. He has an engine with which the cuttiug is done and a team fi r delivering, and now our people are comfortable over the fact that they are no longer dependent upon tho uncer tainty of country wagons. Wo are told that we "have boen catch ing it from various sources" for having said in a letter to The Courier a few weeks ago that "Seneca needed a news paper." If wo were mistaken wo take every word of it back, and are willing to make amende honorable. Buskin Audersou and Harper A- Hunt, two of our largest dry goods concerns, are arranging for big reduction sales this week. This will bu good news to tho bargain bunter and the fall shopper, as the sales como at a most opportune time, when everything in household stuffs is needed. DAISY VKKNKH LK8LBY, On last Wednesday, 10th instant, the spirit of this fair young wife and mother took its flight, aud loft a vacancy in the homo that is incomparable in its grief and distress. For many mouths, linger ing on tho threshold of death, sho made a brave tight, ever bright and cheerful, combatting tho disease which waa slowly sapping the young lifo. Notwithstand ing the fact that sho was told by ber physicians that her days wore numborod, sho evinced a determination to live and caro fnr tho loved ones about ber. But when Bho saw the certainty of tho ap proach of tho grim monster, she met the crisis fearlessly and declared that she was not afraid ! What a beautiful close to a moro beautiful lifo! On Thursday afternoon, iu tho church yard at Retreat, her body was laid away, and mingled with the tears of those of tho sorrowing family wero those of mauy friends who gathered to pay tho last tributo. Mrs. Lesley loaves a husband, four small children, a mother, brother and three sisters, who are heart-broken over tho seeming untimely death. If.V.S. An Awful Cough Cured. Fort Mill, October 15.-Three negro children were burned to death last Thurs day afternoon in a fire which consumed a house on J. M. Pratt's plantation near town. The negro parents looked the children in the house when they went to their day's work and the children probably started the fire. Notice of Election. .State of Sooth Carolina, I County of Ooooee. J Notloe ia hereby Riven that the General Election for Representative in Congress will be held at tue voting precincts fixed by law in the County of Ooooee, on TUESDAY, NOVEMBER Otb, 1900, said day being Tuesday following the first Mouday, as prescribed by law. The qualifications for suffrages are as follows: Resideooe in State for two years, in the County one year, in the polling precinct in whioh the elector offers to vote, four months, and the payment eix months be fore any eleotion of any poll tax then due and payable. Provided, That ministers in charge of an organised church and teachers of publio schools shall be enti tled to vote after six months' residence in the State, otherwise qualified. Registration.-Payment of all taxes, including poll tax, assessed and collecta ble during the previous year. The pro duction of a oertifioate or the receipt of the officer authorised to collect such taxes shall be conclusive proof of the payment thereof. Before the hour fixed for openiug the pells Managers and Clerks must take and subscribe to the Constitutional oath. The Chairman of the Board of Managers can administer the oath to the other Managers and to the Clerk; a Notary Publio must administer the oath tc Chair man. The Managers elect their Chair man and Clerk. Polls at each voting place must be opened at 7 o'clock a. m., and closed at 4 o'clock p. m., except in the City of Char leston, where they shall be opened at 7 a. m. ana oloeod at 0 p. m. The Managers have the power to fill a vacancy ; and if none of the Managers at tend the citizens can appoint, from among tho qualified voters, the Managers, who, after being sworn, can oouduot tho elec tion. At thc close of the election, the Mana gers and Clork must proceed publicly to open tho ballot boxes and count tho bal lots therein, and continuo without ad journment until the same is completed, and make a statement of the result for each ofllco and sign tho nnmo. Within three days thereafter, tho Chairman of tho Hoard, or some ono designated by tho Board, must deliver to the Commissioners of Eiection the poll list, tho boxes con taining tho ballots and written statements of the result of the olection.
