TLLMAN WANTS BOARD TO RESIGN. Calls Upon the Governor lo Remove the Dis pensary Directors. In responso to a numerously sigued in vitation to talk dispensary aud reply to charges mado at a recent prohibition meeting in Yoikvillo, Senator Tillman was prosont. Senator Brice was on hand to represent tho anti dispensary sido of tho question. Senator Tillman was in tine form and ?poko for two hours. Nena tor l?rico made a vigorous speoch. lu quiry among representativo mou in tho audience failed to show that sentiment against the dispensary had heeuchangod, tho general opinion being that tho couuty would voto tho institution out. Senator Tillman made much tho same speech that he has mado olsewhero, tho only now feature of importance hoing a domain! that the (JovoruOr exercise his power and remove the mombors of tho .State dispensary hoard at ou oe. A "hands up" vote hoing called for, it was ?eon that tho crowd was with him on that proposition. Senator Hi icc was, under tho arrango mcnt, tho first speaker. Ile vigorously denounced tho whole dispensary system, maintaining that it was undemocratic, that it makes every citizen, whether ho will or not, a partner in tho liquor busi ness, that it dignifies thu salo of liquor aud makes it popular, respectable and reputable, that it al tempts to make tho salo and drinking of liquor a pormanunt and tlxed institution by fastening it on to one of our most cherished institutions, our public school systom, that it bab in creased murder To per cent and assault ami battery 40 por cont, that it is a com mon choat and swindle, a snare, a de lusion and fraud, and a vast lako of pitch that dohles and blackens every oue who touches it. It is a doadly vampire that hovors with its black and hellish wings over overy home in South Carolina. It is a whited sepulchre, beautiful with out, but full of dead inou's bones and all uncleanness. Mr. brice stated that the dispensary system could never be > 'h-.tuned. Hu said: "1 shall novor vote as \nur Senator to purify any such black caw as the dispensary, and I will tight it to the last ditch. Tho only law I will support is one to kill." Seuator Tillman spoku for two hours, devoting much of his time to Mr. Brice, theYorkvillo Enquirer and others, whom lie alleged had impugned his character. His lino of argument was that the salo ol liquor cannot he stoppod, that mon will have it in spite of prohibitory laws, that its illegal sale would mean moro barm than its aale lawfully, and that as kong as it could not bo kopt out it should ie sold ?a too loast harmful way. He declared ho was as much of an advocate of tho dispensary as over, and that ho would always stand for tho systoir. as protected and hedged about whou he ap proved lt as Governor and undertook to enforce it. Ho said as originally de signed it decreased drunkenness and gave no opportunity for stealing. The Legislature bad later so changed tho law and put such men in charge as to give thieves every chance. Tho Legisla ture was directly responsible. If thc dispensary law had been carried out in good faith by a Governor-and I won't .say Legislature, for God have mercy < n any laws tho Legislature enacts-if sup ported by that larne element believing it wrong to sell liquor at all, coupled with honest administration by tho executive officers, by this time thu whole State ?night have, gone into prohibition. He -said he luid only ls mouths in which to administer the dispensary law and look out for thieves. "God knows I did not know South Carolina had such a brood of them, but whotput them there?" I'o spoke of the otToot of the Brioo taw in cutting ont 30,000 votes by set tling the matter by qualified voters and declared it fair that overy man havo a chance to vote. He wanted to seo a race ciext year bot ween a prohibitionist, a clean dispensary mau and possibly a blind tiger man for Governor. Four blind tiger men had already nominated a candidate, but three out ol the four had been i;; the I'ni ted states courts. Thc light is to be on liquor or no liquor and ho deprecated hurrying tho vote ho toro next year when thu whole people could express their opinions. Speaking of thc election about toc?me . ?ir in York county Sonator Tillman saul tic hoped tho dispensary would bc voted .out. Thc peoplo would then get a taste Of the evils of prohibition which would drive them sooner or later to ask for ?dd methods of handling the liquor question. Senator Tillman averred that no man Lad a right to criticise his motives. He would answer to his God for his Chris? tifcaity. He had been assailed for stat ing that he could find two allusions in tho Hihlo speaking favorably of liquor to ono against it. Ho drew out three typewritten pagos of such versos and asked that tho Enquirer print thom, after examing their correctness. Ho criticised Senator Itrico for saying ho would not voto for dispensary deaning, and tn deavoreti to make tho paint that if be wore against measures looking to tho Tiottermeut of tho State ho was a poor ?icrvant and ought to bo asked to resign, flo was not supposed to ho the master bul tho servant of thc people. Senator Tillman was particularly ex plicit io saying that he had cunio to Tir zah not to tell the people what they Should do, but to K?VO them tbe hem lit nf his advice and experience. They were free to act according to tboir consciences and .should give tho issue their prayerful, earnest cousideratiou If all acted tu? he did (hero would bo no liquor at all, but I an Home were goiug to drink wbethor or no, tho evil should ho minimized and the peoplo should get the benolits from tho money spout. Senator Brice replied brielly, sayiug I again that be was opposed to the whole dispensary business, that the issue was | liquor or no liquor and not Tillman or Urico. Ile hoped tho people would bear tho real issuo in mind. Thoro was much laughter and applause throughout tho speaking, especially at Tillman's repeated assaults upon Brice and the Enquirer and his criticisms of those who called themselves Christiaus and sat in judgment upou othors. The crowd was orderly and listened attoutivoly to all that was said, many stauding throughout. It was evident | that Tillmau has many fiionds here and it was the opiuion of many that the meeting was duo moro to friendship to j bim thau to an expression upon the dis pensary question. The Senator stated that ho had heard that as be was born, politically, at Tirzah he was to be buried boro to-day, but there were few evidences that a Tillman funeral was desired. His demand that the Governor take charge of tho dispensary situatiou in the namo of the people drow hearty applause. Charlotte, September 10.-Tho special term of Federal Court, held at Greens boro to investigate charges of fraud on tho part of rovenuo officors and distiller., j yesterday, returned twenty-eight indict ments. Tho charges include bribery, forgery, perjury, false reports of cap tured stills and false expenso vouchors. Several of tho collectors indicted are prominent in Republican political circles. Against Collector Hardin thero are forty nine counts, embracing violation of | nearly all the revenue regulations. The Original. Laurens, Septombor 12.-Tho Laurens County Cotton Growers' Association, in convention assembled, unanimously adopted resolutions endorsing the action of tho Southern Cotton Association, tix ing eleven cents as tho minimum price of the present crop of cotton and pledged it self to market only such portion of tho crop as was absolutely necessary under the plier rocommondod. Tho husband of tho woman is said to have sot tho match to tho tindor and started tho bl azo. Davis was arrested last Tuesday and taken boforo tho woman who at that time was not suro it was he. Sho had been desperately ill from ho ordeal. To day ho was again taken before tho wo man, who on sight of him fainted. When she revived she identified bim and his fate was sealed. The negro finally confessed, detailing tho ci imo. This is tho third negro that has been burned in this section of Texas within a short time. Tho young girl belongs to a highly respected family. Expressions of lynch ing aro frnely indulgod in, and Padgett would suffer violence if opportunity offered.
