I (ir.villn News ] During the investigation of the li nanci ul condition of the county, the members of the commission have handled 00,000 vouchers and receipts in the office extending back over a period of ten years for no less than from throe to seven times, and if nothing else does this gives an idea of the enormous work accomplished by Messrs. Townes, Pattou and Peden during the past six weeks. As announced in the Greenville News yesterday, the commission had adjourned for a recess until about the middle of September, when it will again undertake to satisfy itself as to the validity of numerous claims and vouchers found among the records of tho supervisor's office. The bulk of this part of the work has been completed, but there are smaller matters ?rom various sections of the county >.hich must receive attention before an entirely reliable and accurate report oan bo made to th" Governor and the Legislature of the financial condition of the county. While the commission will not say so, it has authority to rule out such claims against the county as it may consider illegal or improper, and in view of some of the evidence given to the public it is believed that thousands of dollars will bo repudi ated by the county through the in vestigating commission. Many of these claims have been nagotiated by the original owners to various bank ing houses and individuals, all inno cent purchasers tinder the law, who will have to bear a large part of the IOSB. This will be unfortunate of course, but the interests of the county are undoubtedly to be pro tected by the commission. Such things aro to bo considered later, however, and not until the roport is published will these figures become known. It is understood the expert report of the iiuancial condition of the county shows a debt of about $300, OOO. About half of this is secured by bonds and must be paid, The rest is a float inj; debt and some of it consists of claims which may be re pudiated by the commission. Until theso facts are all threshed out it will be impossible to give an estimate of the actual debt of the county. So far the commission has taken .several hundred pages of typewritten testimony from a score or more of witnesses of more or less significance and importance. In this mass of detail it has obtained evidence which it believed sufficient to secure the conviction of former supervisor, J. E. Speegle, and his sons, Arthur and J. O. Speegle, who served at differ ent times as olorks in the office. Warrants have accordingly been ?worn out against them individually, charging them with obtaining funds from the county treasurer under false pretenses. If there are other warrants to follow the commissioners have not seen ?it to mako application for them as yet. Up to the present only one arrest ?nan boen made. Arthur Speegle is .out o? j iii under a bond of $1,000. Governor Ileyward has issued a requisition on tho Governor of North Carolina for former Supervisor iSpeegle, but as yet Sheriff Gilreath has not received the papers which ure. with the North Carolina officials to be honored. J. (). Speegle has never been arrested. There does ?ot appear to be any hurry to sorve the papers and tho authorities doubtless know what they are about. The commission has discovered among the minor matters that there -ire hundreds of dollars held by people in various parts of the county, collected as commutation road taxes and the like that have never been ; turned in. There is no disposition tO prosecute for this money, for tl e amounts are small, but those who j bold it should take advantage of the j official notice and make payment immediately. In the aggregate the money will be considerable and the county will take legal steps to secure it unless settlements aro made. Comptroller General Jones Makes Statement. Columbia, July '27.-Comptroller General Jones has returned to the city from the upper part of the State, where he has heen conducting a serien of settlements. Ile finds tho affairs of tho counties, at least such a* ho has examined, in oxcollei t shape and thinks lhere is moro iftrol hoing exercised. Mr. Jones is very much interested in the Greenville situation, because as long as three years ago he offi cially and formally reported that things in that county were not in proper shape. Ile then asked for money with which to proseoute the investigation, hut it was denied him on the ground that the county could not afford to have such an investi gation. Mr. Jones thinks that when the committee gets into deep water they will (ind things very much worse than they are now thought to be. Ile hopes that the committee will get at the very bottom of things and find out what became of the $27,000 borrowed on notes from Mr. Daven port and others. The information is that there are fully *40,000 worth of notes out standing and that the county has never gotten the proceeds from these notes, or if it has there is no record of the fact that the money from the notos went into the county treasury. Mix-Up Bel wo on Lalimcr and the Preachers. The dispensary issue caused a lively time in tho conference of thc Greenville District Methodist chun I at Helton the other day. A mem ber of the conference questioned each minister SB to his chureb'i standing on the dispensary issue and the dispensary was rapped hare and unanimously, until Mr. Henry of Pendleton, reported his churct aa divided in sentiment. A uiembei of the county board of control be longs to Mr. Henry's church. Mr Henry evaded long explanations. Mr Blackman said that but two mern bers of his congregation at Pied mont are in favor of the dispensar and he would not deny pleasure a the prospect of their early depar ture. Senator Latimer was presenl but was not a member of the confer once. At his request he was ac corded the privilege of the tloor. H said that he could not sit still an< see himself and others ruled out c tho Methodist church for a politic! issue. He had preached and prac ticed temperance all his life, bu thought the present discussion en tirely out of place in a church cor forence. He would wipe all liquc business out of the State \l he ha the power, and he was not takin the stump for the dispensary, bu thought a political wrangle ur worthy of ministers of the gospe He bad never voted for the sale c liquor, but did not propose to se people ruled out of the church bc cause of exercising their own judj ment in political matters. He- G. T. Harmon, of Greer'i "lambasted" the dispensary and at tacked Senator Latimer's positioi Senator Latimer rose to defend him self. Mr. Harmon said he musthav been hit or he would not so readil protest. Mr. Harmon preferred blind tiger to a two eyed tiger in th shape of a dispensary. Senate Latimer retorted that if Mr. Hat mon preferred lawlessness to obi dience to law he could not argu with him. This closed the inoidoi for the day, but it was a live subjei for outside discussion. On Friday morning the questlo was revived by a minister's repor Alter acrimonious discussion, Bisho Duncan stopped open argument Ii a broad hint: "Who dragged th dispensary quent ion into this confe euee, anyway ?" Senator bat tim afterward stated that he was takin no part in the matter save as a pr vate citizen, either for or againi the dispensary, but was merely pr< testing against a political questic being burled into a church confe ence. CARTER'S tiARMACY, Wostmlnsti Jesse and Lennard Rawlings Convicted. Valdosta, Ga., July '27.-The trial of Jesse and Leonard L. Rawlings, on the charge of the murder of two children of W. L. Garter, ended yes terday afternoon with a verdict of guilty, but a recommendation for mercy for Leonard. This means that Jesse will have to hang, and that Leonard will spend bis life in tLe penitentiary. It was five minutes after 5 o'clock when the jury notified Judge Mitchell that they had reached au agreement. Tho judge was at tho court house waiting for the jury's decision, aud the jury was quickly brought io. The foreman handed the verdict to Solicitor General Thomas. It read as follows : ,4We, the jury, find Leo nard Rawlings and Jesse KawliDgs guilty, and reccommend that Leo nard be sent to the penitentiary for life." The jury was polled, and each member acknowledged the verdict as his. The mother and sisters of the con demned young men were present, and as the verdict waa read out, the lat ter broke down and sobbed aloud, though the girls showed little emo tion. Crookedness in Greenville County. Information as to the extent of tho crookedness of the administra tion of Supervisor Speegle, of Green ville, grows as the investigation pro ceeds. It developed last Saturday that the salary of Dr. W. J. Bram lett, as county physiciau, was 450 a year. Yet the books show that dur ing 1904 he received between $600 and $700 for .performing surgical operations in the county jail. When closely cross-examined last Saturday Dr. Hi millett, could remember but two surgical operations, and he claimed that the books he had kept for five years previous had been lost. Chairman Patton of the investigat ing committee has information that the Supervisor received $1,250 for work done for the Paris Mountain Water Company with the chaingang and that he put the money in the bank to his personal credit. The sum of $100 received from Chick Springs Hotel Company was dis posed of in a like manner. Speegle was bonded in a security company for $5,000 for each terra and it is thought that the security company oan be made to respond to the amount of the bond. How Consumption Begins. Clinging to a wrecked aeroplane, which had collapsed in mid air, a distance of 3,000 feet from the earth, Daniel Maloney, a well-known aero naut, fell to his death in the grounds of the Santa Clara College, at San Jose, Cal., on July 18. Maloney made his ascension in honor of the annual encampmeut of the college cadets. When several thousand feet above the earth he began maneuvering his machine. Suddenly the spectators were horri fied to see the aeroplane turn turtle. The machine soon righted itself, bat I turned again. Finally the aeroplane collapsed entirely and was dashed to the ground. The college boys car ried Maloney to the college hospital. His head was crushed and blood was flowing from his ears and mouth. He died io a few moments. OAklTOHXA.
