There was a large gathering of the oitlzens of Greenville on Tuesday of last week, at whioh there were splendid spoeches mado and strong resolutions adopted asking for an oleotion in the near future on the question of dosing the dispensaries of that oounty. From tho general trend of affairs in regard to tho whiskey traffic it looks to us that South Carolina is rapidly drawing toward the rauks of prohibition, which is the only alternative If the dispensary is repudiated by the people of the Stato. With a strict prohibition law, properly enforced, there is no quostion as to tho greatness of the blessiog Buck a condi tion would prove to tho State. Wben every citizen who will vote for prohibi tion will also feel it a personal duty, .should prohibition become a reality, to do his full share in seeing that the laws' are enforced, thoro will bo a marked ad vance in tho social, financial and com merci?) iuterests of the State. Tho bale ful inti uenoo of whiskey is seen in overy dannel of life wherovor it is used, and especially so lu th os o parts of the coun try whoro its handling is intimately com mingled with politics. That tho dispensary has its good fea tures, if indeed such a thing can be pos sible in tho whiskey business, thoro is no doubt. It is infinitely botter than the open ha--, which, bad as it is, is a para gon of good urns besidothe "blind tiger." When tho people of the State aro ready for prohibition and will support tho lav as well as voto for it, wo will have pro hibition in its true souse, and with it will come a bettor condition for the w hole Stato. Tho theory is often advanced that tho public schools of the State will have to close if the dispensary profits aro with drawn. We have too much confidence in tho people of the proud old State of >-ontli Carolina to believe for ono mo ment that they will in elTect say to tho world, unless wo can educate our chil dren from profits oh tho sale of whiskey wo will close our public schools. As a general thing, it is tho poor man who supports the dispensary, and in doing BO he furnishes the funds for running the schools. An equitable basis of taxation can bo fixed whereby tho schools may be run, and the mau who has supported both dispensary and schools CK.i still as* .sist in supporting tho schools. There .ire few mun in this Stato so poor that they cannot stand tho slight increase in taxation that would be neces sary to raise funds to tako the place of the dispensary profits for tho support of the public schools. In his spoech before tho (Iroonvillo mooting Jos. A. McColluugh, Esq., gavo six reasous why he is opposed to the dis pensary. They are well put, and we re produce them hore as worthy of careful and thoughtful consideration by tho voters of South Carolina: Thoro are six reasous why I oppose the dispensary, or any other system of selling intoxicating liquors as a beverage. 1. It is condemned by its own record. Tho church, tho sohool and tho saloou all started out on au equal basis. Tho church and tho school are justified by he.r work; tho saloon has wrought out ; ?ts own condemnation. The people first tried freo liquor; they next triod license as a means of regulation and repudiated Miat; they next tried the dispensary, and will soon repudiate that. The salo of liquor has no one to blame for its down fall but itself. 2. Il lowors our ideals and standards. ?it makes thc sale of liquor respectable, -peculate, on tho weaknesses and vices of the people, and degrades legislation to tho plano of our lower appotites. ?. It. is based on false financial id sis. The dispensary profits como from the pockets of our own people and that, too. a class ill able to alford it. Wo should not take tho bread from the mouths of ibo hungry and clothes from tho backs of the naked in order to run our public institutions. Tho dispensary brings no money from outside of the community. The only just way to raise funds to meet the expenditure of government is by the ?egitin>ato exercise of tho taxing power. 4. lt is a failuro as a prohibition tttoasure. Tho little good claimed for The system is due to its prohibition fea tures, (tut tho effect is to extend tho sale by advertising and pushing popular brands, guaranteeing a pure article, and thoroby incroaso the profits, lu casu of luxuries, unlike necessaries, the supply . -aie; tho demand, .lust as you cut off rho supply tho demand will correspond? ; ugly decrease. Wo do not claim that -.prohibition would absolutely prohibit. ?MO law will do this, but wo do believe chat prohibition will diminish the use Had consumption of liquors, and to that . -o' benefit society, an witness the ex iperience O? those counties that have i icd both prohibition and dispensary. ?. It is an enemy of good govern ment, (rood government seeks to strengthen itself hy building up the individual, the dispensary seeks to drag him down. Good govorment means the overthrow of thc dispensary; the success of thc dispensary moans the overthrow of good govrnnient. Thogov crnmont should be consistent. 6. lt is an enemy to tho homo. Tho home is tho unit of society, tho founda tion of government, and yet we have tbe government engaged in the snioidsl policy of itself undermining Its own fountain head. Nothing that threatens the home, de moralises or pauperizes its inmate? should receive the sanction of govern ment. Self-preservation, therefore, de mauds that it should do all in ita power to exterminate the evil. OCONEE'S OFFICIAL EXPENDITURES. County Treasurer W. J. Schroder pub lishes this week the conclusion of his annual report of expenditures of county funds for 1004. Last week's report was for all expenditures except the school funds, and totaled up $73,450.01, against $43,150.06 for the preceding year. This at a glance, and without looking at tho facts as they really are, makes a showing that is apt to be criticised by the tax payer. As a matter of fact, howover, thc expenditures for 1904 aro muoh loss than for 1903. During the past year old debts, known as "past indebtedness," w <re paid to the amount of ?41,222.04, and in addition to this a claim of $1,033.33, for building Prattler's bridge, was settled The comparative showing, t'ierefore, would bo as follows: Expeuditures, 1903. $43,150 00 Expenditures, 1004($73,45rt 0!), less ptiMt indebtedness paid, $41,224.64, and Pratber's bridge, $1,033.33 . 31,230 04 Decrease for 11)04. $11,920 02 In addition to 'his there was, in round numbers, $2,200 brought, forward for payment of 1005 clair"**, which has been used for settling the early claims for this year. Adding this to tho decrease of 1904 from 1903's expeuditures it shows that the net decrease amounted to $14,120.02. This is a splendid showing, and proves conclusively that Oconee's officials look well to tho economical ad ministration of her affairs. It is but just to state, however, that the heavy expenditure for 1903 was duo to tho freshet of June of that yoar, which cost tho county approximately $10,000 for rebuilding and repairing bridges washed away or damaged and in repairing roads mado impassable by the Hood, We deduct tho Pi-other's bridge item from regular county expenditures because this item is a matter of permanent improve ment entered into between the officials of Oconoe and Habersham county, Geor gia. lt is an iron structure that will bo permanent. In tho mattel- of school funds also Coo nee has boon fortunato. Tho expendi tures for public schools in 190-1 amounted to $27,001.12, agaiust $23,231.86 for 190:5, an increase of $8,859.26 last year over tho year preceding. Tho schools of the county have been in splendid condition, the enrollment good, and the standard of the public school tendier has been raised. Altogether we feel that Ooonee is to bo congratulated on her educational work for tho past year. There is at present in tho comity trea sury $14,230.08 to the credit of tho schools. This comes from the following sources : Poll tax. $2,040.07 .state dispensary. 4,215.16 County dispensary. 3,070.28 .Special school levies .. .'..Uri 57 Total.$14,230.03 Tho item of $3,104,57 is not, howover, in the general fund. This was raised by levying of special school taxes in several school districts and belongs solely to the districts wherein tho tax was levied. Deducting this amount, howover, the balance to tho credit of the general school fund foots up $11,125.40. Tho school fund received from tho State aud county dispensary profits for tho school year 1004-05 the sum of $12.852.55.
