Tho House Committee on Judi ciary has brought in a report recom mending tho impeachment of Fede ral Judge Charles S way ne, of the Northern District of tho State of Florida. Swayno was appointed to hin position by President Harrison and has been exercising the duties of the office ever since. Complaints began to develop against bim almost from tho dato of his taking his seat, and it was only a short time ago that Congress could bo induced to enter upon an investigation ot his case. Tho investigation has developed abun dant foundation for all the charges that have been made against Swayue, and tho report of the committeo is a most scathing one. Among other things it developed that Swayno was under tho power and control of n man named B. C. Tunison. Tunison was endorsed on a large note of Swayne'8 at a bank and had renewed the endorsement year after year. Swayne had appointed Tunison to bo United States Commissioner even aftor Tunison's testimony had been successfully impeached on a witness stand in S wayne's own Court. Swayno purchased a, tract of land while the title to it waa in dispute in his own court and had the papers transferred to bis wife. Two law yers, who sought to push the matter still further, were ruled for Contempt, lined and imprisoned. An unscru pulous lawyer was assisted by this judge to force into bankruptcy a man who had property worth $40,000 and debts amounting to only $10,000. The thing was evidently done in order that the judge and lawyer might get tho rich pickings. A young man who was unjustly ruled for contempt by Swayno committed suicide in order to a\oid the disgrace of imprisonment. A number of other equally disgraceful facts wert: developed, and the probability is that Swayne will not only he deposed from bis office, but he will bo sent np for a long tenn of imprisonment. Ile was the son of godly parents in New England, himself a graduate of a New England college. It had been the hope of his parents that he would bo led into tho ministry. Ile became a cowboy instead, and for seven long, godless years ho rode the range and sank from depth to lower depth. But nt that transcient sor vice God found him. Stricken to tho heart he walked to the platform, and witli tears pouring down his face confessed his evil course and begged the help of prayer. God's peoplo closed about him a wall of prayer and salvation. That night tho wires Hashed the messago back to tho Now England home, "Your long-lost boy is found and saved," and throbbing down the telegraph line came back thc response, "Thank God, our boy still lives. On the Alcutsoh Glacier I saw a Strange mu! beautiful sight-the parable of the "ninety and nine," re peated to tho letter. One day we were making our way with ice ax and alpenstock down tho glaci?V, when we observed a Hock of sheep following their shepherd over the intricate windings between the crevasses, and so passing from tho pastures on one side of tito glacier to the pastures on tho other. The Hock had numbered two hundred all told. Btu on the way one sheep got lost. One of the shepherds, in his German patois, appealed to us it wo had seen it. Fortunately, one of tho party had a field glass. With its aid we discovered the sheep up amid a tangle of brushwood on the rocky mountain side. It was beautiful to see how the shepherd, without a word, left his hundred and ninety-nine sheep out in the glaoier waste, knowing they would stand there perfectly still and safe, and went clambering back after the lost sheep until he found it, and he actually put it on his sbouldors and returned "rejoicing." Here was the Lord's parable en acted before our eyes, though the shepherd was all unconscious of it. And it brought our Lord's teaching home to us with a vividness which none can realize but those who saw the incident.-Loaves of Light. Parker for tho Presi dency is growing stronger and mitre widespread daily until now tho naming of tho next President is in tho hands of tho Now York Domociats. An illustration of tho sentiment of tho South with its solid Domocratio ma jorities is contained in a telegram re ceived from Atlanta yesterday, and it must touch a strain of State pride in every Democrat. Tho telegram follows: Atlanta, March 'Jil.--Norman ES. Meek, D?mocratie National Committeeman, Now York: Tho eyes of Democrats all over tho omintry aro turned in expecta tion to Now York. If tho Empire State scuds an instructed delegation for Judge Parker that action will, in my opinion, bo conclusivo of his nomination and election. Wo havo roached a crisis in tho afTuirs of tho party and if Now York fails to instruct for Parker, while not conclusive, it probably Will leave the party in a condition of chaos and con fusion that will militate greatly against a successful campaign.
