Whilo tho people would Uko to sec a short session, the sitting of the leg islature costing ovor 3U0U? a day, yet thero aro importaut uiattors to bo transacted and the legislature will bo in session for tho full term of 40 days. Ono of tho most pressing mailors de manding enactment is tho lack of system in county government. The weaknosses of existing statutes have frequently been attacked in tho courts and each time the laws have been de cided to be unconstitutional. TI-.ls is particularly the casu in the matter of salai les of county ofiicers and or the drawing of juries. While lt may be improper to speculate aa to thc out come'of matters* pending in tho su premo court, yot a prominent senator remarked yesterday that ho expects to soo tho jury laws doclarod uncon stitutional. Tho matter of county government in all of Its phasc3 wa? referred to a special committee of 40 members of the house, ono from each county, last ?cssion, and it is prob able that a general bili seeking to cure all defects In tho way of "special .legislation" will bo ."put through this 803Slon. THE TRUSTS. Anothor matter of as much Interest 13 the need for legislation against tho "trusts" or thoso monopolies which aro shutting out competition. This matter will bo referred to tho legis lature by the attorney genoral.' Two yoars ago the legislature authorized Mr. Bellinger to mako Investigations incident to prosecuting tho trusts. As nothing was said about defraying the expenses of such an investigation, Mr. 'Bolliuger was unablo to proceed. Tho legislature pushed tho matter at its la;;, session and Mr. Bellinger has tn a manner worthy of his ofllco given the legislature tho facts upon which to proceed. MILL LEGISLATION. The till to prevent children of ten der age from working in cotton mills will probably become a law, but there will be a light on tho hill to limit tho hours of labor In the textile and other Industries In the State. The house, by an overwhelming Vote, killed the child labor bill last session, although Sena tor Marshall.won a signal victory for it. lu tho senate. It ls rnmored that there will ho no spirited resistance this year. Tho King's Daughters, a band of Christian women, havo been fighting for this bill. Miss Baldwin and Miss McMaster of this, cl ty have done verv effective work during tho summer. The State yesterday received the following: "Whereas the Society of Klng'fe Daughters of Columbia bas for tho past two sessions presented a poli tl?n to tho legislature of South Caro lina urging the passing of a lav/ re stricting child labor In the mills. "Resolved, That wc. the New Cen tury club of Columbia, express pur disapproval of tho present condition of child labor In tho cotton .mills, and our complete sympathy with th? action of tho King's Daughters. '<Mrs. O. Y. Owlngs, Pres., "Mrs. R. W. Gibbes, Scc'ty." Columbia. Jan. 2. 1902. A MEMORIAL TABLET. On tho 7th of last February Gov. Mcsweeney notified the genoral as sombly that Col. Jno. B. Cleveland, of Spartanhurg had expressed a desire to present to the State a copper tab lot taken from tho coffin of the late James Glen, who was governor of South Carolina from J733 to 1755, "during which period his wiso ad ministration added greatly to the peace, secutMty and prosperity of tho province." Mr.. Bacot of- Charleston introduced a resolution granting per mission for the tablet to bo placed in tho wall of the rotunda of tho ' State capitol and fixing a day for tho plato to bo accoptoi with formal ceremony. Gov. Glen was, a nativo of I.ongcroft, Scotland, and his remains lie burled In LInllthgoe Castle. . It was there that thia brass tablot was found. Tho resolution having been adopted, Senator Marshall of Columbia and Representatives T. W- Bacpt of Charleston ?and C. P. Sanders of Spartanhurg wcro appointed a Joint committee to locate the proper set ting for tho tablot and to arrange for its reception by tho genoral assembly. Tho committee has since had the i auld put Into position. It was then agreed to have tho public oxorclsc3 on the night of the first day of thc aoaalon of 1002. Senator Marshall who, aschairman of the committee, has arranged tho programme, announced yesterday that th6 officials and dignitaries of the State will assemble In thp senate chamber at 7:30 p. m. Tuesday night. The procession will be hdndod by the jhstlr.es of the supreme court and judges of tho clrcu.'t court, tho Stato ollie ero and officials will follow, and ?hen tho senators, members of tho house of representatives, etc. This body will then proceed to the hall of the house of representatives whoro at 8 n. m., promptly Prof. R. Means Davis of tho'South Carolina college will In behalf of "Col. Cleveland, make the presentation and will tell of Oov. Glen's career. Prof. Davlfi has a knack of tolling Buch things well. The tablet will be accoptod by Gov. Me'Sw'??cnev? ofncip.Uy. Tho public \z Cordially invited to attend these ex orcises which will be held the first night the renoval ?I ?aipotwi? There ls a general deslro that tho ceremonies be postponed till Wednes day night, owing to conflicting attrac tions, but thlB ran only be dono bysn resolution of the general assombly. Mr. J. P. Wilson, tho sorgoaotat amis of thp houseXhas Just put down a handsome carpet in the hall of tho houso. It cost less Whan $1,000 and IH ?aid to bo as handsome a?.tho ono in tho senate which/though smaller, eost considerably more. REDISTRICTING. Taxes ls at the root of all govern ment, and tho legislature may p?.33 some laws to perfect tho system of assessing property for taxation. Tho cotton mills ,u* such Industries were assessed in a .> w way Inst year, and tho revenue of the Stato considerably increased therchv. ELECTIONS. Thero are a number of elections to be hold, and thia will causo a great deal of confusion until all thoso mat ters aro settled. The lobbying of can didates and tho friends of candidates is always a bar to satisfactory and states manlike legislation. - FINAL PREPARATIONS. Saturday there was no end of rush work going on In and about the cap itol. Tho contractor's forces, after working all night on the Interior, wero relieved by largo forces Saturday, and tlicoo In turn woro relieved by the for mer force Saturday night. Tho finish ing touches were nearly all put on. On tho exterior front noarly all tho, work of cleaning tho columns, etc., was com pleted and tho scaffolding was torn down, showing tho front. In all Its ar chitectural beauty. SOME RECOMMENDATIONS. Speaking of tho Stato capitol and grounds, tho recommendations mado In tho forthcoming annual report of the secretary of stale tho custodian of tho building, aro of interest: "The completion of the capitol build ing giving thc Stato a creditable pub lic edifice, necessitates tho Improve ment of the grounds 1 surrounding lt, which can and should be made attrac tive and In kcoplng with tho building. Tho contract for tho building Includ ed no renovation of tho old portion of tho building, except for now outsido doors and for cleaning the outside walls, and did not go beyond tho base Uno of the building. The terraces around tho building have boon erected by the secretary of State, with con victs from tho Stato penitentiary at very llttlo cost. Granito steps should bc placed to this torraco at the various entrances of tho building. A granite retaining wall around lt would Increase greatly the apparent sizo of tho build ing. A permanent low granite curb" should bo placed around tho square at the side walk lino, and all thc walks properly pavod. While work of thia kind ls expensive nt tho outset lt can bo afforded by the Stato and ls econ omy in tho end. During the present Winter I will havo tho grounds levelcl and terraced and reseeded with grass, and put In thc best conditions which thc means at my disposal will permit. "I submit horewlth a roport of Messrs. W. B. Smith Whsley & Co. upon the heating apparatus now In ase, mado at my request, on account nf cracks developed In the hollers, nod a complete break down In the system, which required several days to repair, I would earnestly recommend that pro vision bc made for tho Improvement of tho present system, which has , now been in use 14 or 16 years. "I would 8uggost to your body tho advisability of painting tho lower cor ridor of the building In Imitation of enamlcd brick. This could bo dono at nominal coat, and would Increase the light In this corridor, whlcb ls now so defective, very materially. "I would also suggest that the rear lavatory on tho west sido of tho build ing bo fitted up as a receptacle for tho original acts of tho legislature-If a vault door ls placed at tho entrance this room wlLl bo absolutely fireproof. "While tho building o' l-ourso ls fire proof and can never be destroyed by Uro, many of tho offices arc verltablo Aro traps. The wooden doors between them would communicate tho flamen and tho building Is thus in danger of being gutted of tho contents. This ls especially triio ot tho room containing tho hoslorlc records In tho secretary ot state's office, which aro far from safo, with the largo quantity of inflamnblo shelving, counters and often loose pa pers In the room with them. The orig inal acts of the legislature- tho ac cumulation of 200 years-aro In tho wooden cupboard bases to these cases, liable not only to attacks of rats but constantly In danger of destruction by fire. "The original corporation papers which aro so rapidly accumulating in tho office, involving as they do orao tlcally tho entire corporate wealth of tho State, aro In looso pasteboard boxes, which arc likewise In danger of fire and vermin, and which; prevent that systematic and proper arrange ment so essential to tho future effi ciency of tho office. "Il ls ?ot a source of pleasure to a department of the Stato government to recommend appropriations for pur poses like those suggested above. To tho accupants of tho office, personally, It makes little difference whether they aro eran ted er not. and lt ls only be cause tho need ls more apparent to, them and duty demands lt, that they are made. "Tho appropriation for tho granite stops at tho east entrance of thc build ing I deemed lt good Judgment to hold < unexpended until the pormanont lines of tho terraco Were dotormlnod; that steps In keeping with tho other en trances could bo erected."
