Report of Export Accountant. Messrs. A. Lay, Hr., .lohn I). Veiner, .lames Thompson. Committee ot' Grand Jury of Oconeo County-Gentlemen: Pursuant to Instructions received from you I have examined the ollices of the county otllelals. 1 checked tho Sherill's tax execution hook with the Treasurer's execution hook and found tile entries correct. Also, I checked theexpense ac count and jail hook, not li Federal and county. The hooks lire neatly kept and the entries appar ently correct. In making out the account against the county a mistake was made in charging 16 days for Tom Scott, when it should have Peen lil days, in one month, and one day for Lee Scott instead of two days. There arc t wo days' hoard, therefore, due the Sherill', amounting to Sixtv (&>) cents. As the Clerk handles little or no money, the examination of this ofllCO was necessarily Slipor lieinl. 'the lew lines collected hy thu present Clerk had hcen turned over to thu Treasurer and he held his receipt therefor, and entries of the transaction had hcen nuule in the Auditor's and Treasurer's ollices. The Oflleo is neatly kept and the hooks are written up in neal and fegihle hand-writing. The Clerk is in need of new hooks to ho used as "direct Index to mortgages" and '.indirect index to niesne conveyances." The hack is torn ell' the latter hook and il is in a dilap idated condition. Ile ls also in need of sonic means hy which to copy his letters. I examined (hooOleeof the Probate Judge, commencing with tho terni ol tho present Incum bent Tho books are neatly kept, and ho ex hibited vouchers for all money paid out except what had been approved by lue Circuit Judge. Willi Hie exception of a small amount kept for current expenses, the money under Iiis cont rot is loaned on a mortgage of real estate, which he exhibited to me. Ile needs about Illly boxes (such as are used in the lillico of the Clerk of the Court) in which to keep his papers, and some place in which to keep these boxes. Also, examined the .Master's ?nice, commenc ing with tho term ol'tho present Incumbent, 'the hooks are neatly kept, and the entries ol money received on taking charge of the ellice lally with the entries on the hooks ol his predecessor as being turned over to him. His hooks call for $1,278.87, and he exhibited his bankbook, bal anced by Mr. ,1. I). Veiner, to show that ibis amount was to his credit. The greater portion ol my lime was devoted to the examination of the lax (llliniicial) depart ment. Consideradlo confusion hus occurred on account of Hie failure ol Hie Comptroller General lo visit the Court House and make the annual settlement, and many papers connected with t ho settlement arc still ni the Auditor's ellice, the Auditor having sent Hie settlement sheets lo Columbia pursuant lo inst ruc! ions from Hie Comptroller General. Tho settlement books of Hie U lifo rent ollices have not been kepi as care fully as they should bc. These books should bo added, proven and the balances brought down, so that they would agree to a cent and the result ascertained at a glance. Thc bunks lor the last seulement have not been Signed hy the proper officials or I he dale ol 'settlement niven; and the date of seulement was, also, omitted in the record of thc previous settlement. I commenced my investigations from Hie time of (tie last set tlement with the Comptroller General, presum ing that he had approved the sri (lenient, as the ollicials hail received no notice lo the contrary. 1 cheeked the Treasurer's books willi I hose ol the County Commissioners and lind (bal they agree, willi Hie exception of si.so, which was accounted for by Cheek No. 2?NI for $1.80 having hcen issued hy ibo County Commissioners and not having yet been presented to Hie Treasurer tor payment. During the years 1800nilli 1000the payments made to Hie Supervisor, County Com missioners and Clerk, according to the records in the ellice, are as follows, to wit: isa:). 1000. ?WK) Ol) SfillO (Ml 7."> Ol) ISO 22 71 00 IS6 42 lol ll lol 32 $760 ll $072 00 There were some slight diff?rences in the two ollices in regard to small amounis entered as paid out on ordinary county and commutation road taxes. The checks wer?: produced and the (inferences adjust ed. It would reunite several months to make a careful investigation of Hie Auditor's ellice, proving calculations and adding the columns of Ilga rcs. Thc records lu this office lire liol ns exact as they should he in an lillico ol' so lunch Import ance, The abstract Of (he 15 por cent penally list differed from Hie hooks, hut has since been changed to correspond. The amount ol dillor OttCO was very small, bul Sltlllciout to show a want of exactness and thal Hie proper proofs had not been applied. On 1 he duplicate ol IKIHI, page I ll), lhere ls an error of one dollar in the amount charged lo the A. C. A, lt. IL, which is carried forward to (he recapitulation on page 231. Prom pago 86 to 220 and sumo others cat tered pages Hie footings are only in pencil, and, also, in Hie recapitulations, pages flo, 120, IM, 10H, IDS, 211,218, The abatements arc, also, badly kept, so Hutt, According to the records iii the othee it is i inpossible lo prove their curred ness I (esl des Hie regular abatement sheels the abate ments should n? entered in thc hack nf Hie dupli cate. The duplicate ol |ililli is a great improve st ill not Well kept. III Illy calculation I was coin polled to accept the aha'tfincuts as entered on the sci I Icinciil sheets, 'thu books of 1 {101 ale now being written up hy a competent assistant, and I he Auditor's attention having been called lolhe I III port nilCC of keeping a carelul list ol the aha le mellis, il is probable t hat I his de ll eic ney will he corrected, Tho cash book (a set I leinen I book) of the ( 'utility Superintendent of Kdncatlon lias been rather crudely written up, units hoing sometimes pul in Hie column for Hie tens, and sometimes even in thal ol hundreds. Cleat care must he taken in adding the pages ol this honk. I checked the settlement hook and district hook with those of (he Treasurer, commencing with the settlement honk at the time ol (he last seulement willi the Comptroller (leneral and Hie district book, on the Isl of Jail linrV, lOOl, 'l here was a (inference of live cenls in the settlement hooks, which will he rectilled. The dist riet books tallied. Also, I checken up the books on hand lo be sold at cost . Mr. Craig had exchanged a great many new books for old ones many in a dilapidated condition. I allowed Mr. Craig tho amount which he paid tor these old books, although many are in a most dilapi dated condition. If credit is not allowed lo Mr. Craig for all ol' these I.ks hy Hie publishing (toil)pailiCfl he Will necessarily sustain a loss. Ile hail hooks and money enough, ami more than enough, according lo Iiis bank bunk, lo cover I he amount turned over to him. lt appears that Mr, Craig ls depositing tn hank Iiis ov e money and the pttbllO luoiiey together, I suggested Iii llim to keen the fluids separately. The Vreasiiror had pul his I.ks in m iler before Illy Oftiolal investigation. As usual, the amount ot lines and forfeitures collected by the Treasu rer ls far in excess of Hie amount reported to Hie the County Auditor. It was, therefore, necessary lo bo guided by the'treasurer's hooks in ascer taining this amount, In estimating Hie amount of dispensary money it was alto necessary to Mr. Ilimiiieuit Mr. Haley. Mr. Pieper. Clerk. Accept tho Treasurer'* books as agulde, although I soot to Seneca and obtained a statement from tho disponier there, and rccelvod one also from tho <i ?NI>?'nMT at Walhalla. I would snugest that somo sim plo motliod should bo adopted which would at (be sumo timo bo rt protection and a check on the Treasurer. Ono plau wbleh bas occurred to mo ls to havo duplicate receipts printed, amt furnish them to tho Treasurer, re quiring lilia to Mo one with tho Auditor every timo be Issues ouo to the dispenser, Magistrate or Clerk of. the Court. I have accepted lu my estimate tho Treasurer's commissions as outered on bis book? and reported to tho Comptroller (louerai, alt hunch it appears to mo they may be somewhere In tho neighborhood of 820.00 too much, 'll," commission charged on borrowed molloy I bave alto taken into my estimate, not thinking lt within my jurisdiction to pass on matters of law.
