Tho Clerk of tho State Board of Pensions stated yesterday that the approved rolls of pensioners had boon sent in by most of tho County Boards. It is noteworthy that these rolls show a decided decrease in the number of pensioners ns compared with last year's list. This is proba bly duo to tho operation of tho pro visions of tho now act now of force, throwing groator safeguards around tho disbursement of the pension ap propriation. Despite tho fact that many of thc counties have sent in their lists, the lists will have to be returned for re vision, owing to defects. This, of course, will, of necessity, delay the meeting of the State Hoard, and consequently checks will likely reach tho pensioners later than usual.-The Stato, March 7th. Bill Unconstitutional. Judge Benet yesterday in court hore decided tho act of 1000, putting tho county officers on salaries, to be unconstitutional, on the ground that it was local ami special legislation, and, therefore, repugnant to the con stitution. The question came up on a onae of Probate Judge Nance vs. Tho County Hoar?! of Commissioners on a bill presented to the Hoard by the Probate Judge. It was an agreed case between tho parties and it was decided to make a test case of it. Hon. George E. Prince represented the Probate Judge and Hon. J. E. Hrea/cale, the County Attorney, represented the County Commissioners. The case will be appealed to the Supremo Court.-Anderson Daily Mail, March 7th. Founder of Georgia. James E.
