In the course of a Hermon on missions at St. Paul's church in Now York last Sunday night, bishop Potter made souu very sharp remarks on the attitude and conduct of tho Christian nations China. Tho chief blame for tho recent troubles in China, lie said, must Ix; placed not upon Hu; Chinese, but upon Christian advontUrors, travelers, merchants, bank ors and traders. Most of tho Christian missionnriei Bishop Poller considers blameless. Among his remarks winch havo pro VOkod comment of various . kinds were the following : "If I were called upon to ni 'lit for j brief for either of thc two great contest ants in tho present Struggle between Chin*} and tin; powers, I should choose in favor ol' China. Tho sohotuo originated, with tito Chamber of Com m oreo of Asheville, and bas boon intelligently and faithfully promoted by tho Appalachian Park Association whilh headquarters ill tho. samo oity. It bas tho support of many thoughtful and far-sighted citizens of tho Statos directly interested-Virginia, tho Carolinas, Georgia and Tennessee, of tho United states Soorot&ry of Agri culture and many Congressmen, and has boon recommended to Congross for its favorablo consideration by tho President. We havo gi von some account of the merits of tho soborno boforo, and cannot undertake to arguo thom hore, but a very briof summary of tho report of the Secretary of AgriouUuro to tho President on tho subject, is of interost and is instructive in tho main points. Tho original movement, tho Seorotary says, contemplated a national park. Tho idoa of a park, however, is conser v?t ion, not uso, and ho has therefore recommended a forent reserve, instead of a park. It is fully shown by tho investigations that suob a rosorvo would bo self-supporting from tho salo of tim ber under wisely dircotod conservativo forestry. Tho region in question contains ex ten si ve arcas of hardwood forests, in their primitivo condition, winch aro "among tho very host and richest hard-wood for ests in tho country." Tho region in genoral is botter adapted for forestry than for agrioultural purposes. It is lo cated about the bead Widers of numerous streams, such as tho Ohio, Tennessee, Vadkin, Uoanoko and Savanuah, which aro "important for both water powor ' and navigation." It contains a "greater variety" of hard-wood troos than any other region in tho Unitod Statos. lt is a region of exceptional beauty and pic turesqueness, and by far tho greater portion of its aroa would bo easily reached and climatically ploasant throughout tho your. It contains no largo Settlements or milling operations which would interioro with tho manage ment of IT resorvo, and there is popula tion enough for tho working and pro tection of tho forests. "Largo lumber companies uro now rapidly invading tho region and tho early destruction of tho moro valuablo timber is imminent." It contains "tho highest and largest moun tain masses and perhaps tho wildost and most picturesque scenery east of tho M?8S?88?pp? Hi vor," audits healthfulness has caused it to bo used largely already as a health resort, both summer and winter. lu conclusion tho Secretary says: "Tho rapid consumption of our timber supplies, tho extensivo destruction of our forests by Uro, and tho resulting increase in tho irregularity of tho How of water in important streams have served to develop among tho pooplo of this country an interest in forest prob lems which is one of the marked features of tho closo of tho contury. In responso to this growing interest tho Govcrnmont has set asido in tho Western forest resol ves an aroa of moro than 70,(X>0 squaro miles. There is not a singlo Government forest rosorvo in tho East." -Nows and Courier. Like bad dollars, all counterfeit.* of Dewitt's Witch Hazel Salvo, are worth less. Hertzog, tho President of Clemson College, South Carolina, who is such an cfliciont loader in build ing up, through tho practical results reached l'y that institution, a sentiment favoring greater interest in industrial training in tho South, contributos to this week's Manufacturers' Record an article full of suggestions for all workers for tho South. While in some quarters th oro is a demand for tho scholar in politics, Dr. Hartzog asserts that tho greatest need in tho South to-day is tho scholar in practical lifo, and that to achieve industrial success a country must, have natural resources and skilled labor to develop them. The South bas the first. Its pre-emi nence in that respect is beyond dispute. Hut, as Dr. Hartzog points out, tho South has not the wealth that it ought to havo, because it has boon largely giving its attention to tho selling of raw products, and has thus boon living, as it wore, by its brawn instead of its brains. A change is taking placo in this respect. Hut yet tito supply of skilled labor is by no means adequate to tho necessities of the case. To supply it technical train lug is needed, if for no other reason, certainly as a powerful means of pro ducing that wealth which insures more liberal support of colleges. Such train ing, too, in strengthening tho faculties of perception, reason and observation, is a distinct culture value of itself, and there is no reason, says Dr. Hartzog, why culture and utilitarian ends should bo separated in any plan of education. There is no doubt that tho South has been too strongly inclined to regard a scholar as a man trained In the humani ties. Tho reinvigoration coming to the Sotdh has created a call for tho mind trained to creativo purposes. Properly .tided, lh?? training is bound to place the South upon a plane where not only the technological institutions will he equipped according to the needs of the day, but also schools educating for pro fessions will bo 111 far better condition than they aro nt present. Thoro is no need for genius lo starve in a garret to accomplish its aim in life. Provision for proper training of tho small army of Southerners who aro to lead in agri cultural and manufacturing enterprises will insure a stronger, broader and deeper basis for tho support of those energies which make wealth worth pos sessing.-Manufacturers' Record, Janu ary 'list, Save Your Money.
