It is a mest remarkable document and may bo> pronounced ono of tho greatest 8tato papors ovor published in Routh Carolina. It will bo road by all with unabated interest. It is a strong pnpor. Tho Governor evidently has dono his own tin?.king and writing. Ho grasps and handles in his characteristic manner many idoas of reform aud amendment heretofore discussed soparatoly and with loss direct ness. Ho gives a definite plan in placo of glittering gonoralltios. Many of tho changos and roforms sug gested by him certainly aro not now to tho pooplo of tho Piedmont soction, whllo others will boar to all tho stamp of a frosh dlscovory. Tito greater part of his suggestions, howe*, or, aro tho samo tho pooplo and tho newspapers havo boon demanding in somo form or ancthor during these latter years. But ho hero presents to tho LogiBlaturo and tho pooplo of tho State a vigorous and comprehensivo plan of amendment in our governmental affairs. It is not to bo expected, of course, that every idea Or suggestion advanced by him will moot with unqualified approval. In fact, it has dono so alroady in a markod degree. It has raised tho popular est ?mat o of his ability, increased tho general confidence in his purposes,, and removed a groat deal of suspenso from a goodly number of individuals. Legislative Proceedings. We begin our report of the pro ceedings of tho Legislature where wo loft off last wcok, and noto first what was dono on Wednesday, Decombor 3d. In the House the fol lowing wore among tho most import ant measures introduced : Mr. Hardin : Bill to reduce the salaries of tho State officers, clerks and employees. Mr. MoWhitO : Petition with draft of bill to provont tho use of certain seines, gill nets, and any devices whatovor over a certain sizo in any of the waters of this State for tho purpose of catching shad fish. Air. Wilson : A joint resolution oxtonding tho timo to pay State, county and railroad taxes until thc first day of February, 1891. The report of tho Trustees of Clemson Col lego was read. This report is published on our fourth pago. Tho various reports of committees were rendered. Mr, Woods, from tho Medical Committee, favorably recommended tho bill to prohibit all persons from praoticing physio or surgery in this State with or without compensation who have not a diploma and com plied with all tho laws of this Stato now in force. Judiciary- -Favorable on a bill to pr?vido for tho purchase of complete copies of tho General Statutes of othor States in the Union. In tho Senate roports were received from committees on matters mostly of local Import ance. Tho bill to amend Section 621 of tho Genoral Statutes of tho State, rolnting to tho time for tho* annual mooting of tho Boards of County Commissioners of the several counties of this Stato, was passed and ordered to tho House. Senator R. M. Smith offered a concurrent resolution instructing the Comptroller-General to extend tho timo for tho colleotion of tho taxes for tho present fiscal year until the first dav of February, 1891. On Thursday, December 4th, the House session was short, but lively. The principal fcaturo was tho rojootion of tho bill to reduco the per diem of tho members of tho Goneral Assembly, wbilo a bill of similar purport which also reduced tho per diem and thc miloago of the members was also rejected. Mr. McCall : Bill to amend Sce vV ' tions 1,780 and 1787 of tho Genoral Statutes, so as to increase tho mini mum liconso fee to bo charged by municipalities to $600 for retailing spirituous liquors and $100 for retail ing wines, eider and brewed or malt SL liquors within tho corporate limits of snny village, town or oity in this State. Mr. Hough : Bill to authorize and require tho Trustees of tho South Carolina University at Columbia to admit white females as students on tho same torms as whito malo stu dents are now admitted to any or oil -, of the departments of said Univor V ?flitv. Mr. Brennen: Bill to prohibit railroad oompnnios front employing as telegraph oporntors any porsou under 18 years of age and. who hos not had one year's oxporionoe as a telegraph operator. Mr. Bissel 1i Bill to amend the Act of 1888, entitled "An Aot to proteot primary oleotions of politioal parties and to punish frauds -committed thereat." Mr. Glenn : Bill to fix and provide for a per diem to bo paid coroners' juries. Tho following bills woro reported from the committees : Favorably on a bill to incorporate tho Western Carolina Railroad Com gany, with nmoiidmi nm; also, favora ly on a bill providing for tho ap pointment of county boards of phy sicians to examino diplomas of phy sicians and surgeons in tho State. On tho bill providing for tho abol ishment of tho office of Supervisor of Registration and requiring tho County Auditors to discbarge tho duties of tho office without compen sation, tboro was considerable donato, but it passed to its third l oading by a voto of 69 to 50. Tho bill to prohibit tho salo of pistols and cartridges, except by per sons duly licensed for this purpose, was passed This bill requires a li censo foo of $100. Tho bill to regulato the rato of in terest, upon any contract 'irising this Stato for tho hiring, lending or uso of money or other commodities, unfavorably reported, was killed by a vote of 109 to 0. In tho Senato favorablo roports came from tho committees on tho joint resolution calling for a Consti tutional Convention, and tho bill to license tho salo of pistols. Unfavorable roports wero made on a bill to repoal tho law in relation to the rights of married women, and on tho bill to repoal tho Aot compensa ting managers of election and their clerks. At 1 r. M., tho hour fixed for tho inauguration of the Governor and Licutonnnt-Govcrnor-olcct, the Sen ctc went to tho House and tho two l?')dios assumed their places in the programmo to attend tho inaugural ceremonies. After Governor Tillman H address tho Senate returned to its ohamber, when Lieutenant-Governor Mauldin, the retiring President, introduced Lieutenant-Governor Gary, who briefly addressed tho Senato and entered at onco upon bis duties as thc new President, after which the Senate adjourned. One of tho most interesting mea sures introduced in tho House on . -FYvdaYi'December 5, was a bill by Mr. Childs, which provides for the appropriation of $25,000 for the establishment of a Normal and Indus trial School for wbito girls, to be located in Columbia as a sort of an annex to tho South Carolina Uni versity. Mr. Mooney introduced a bill for tho reduction of the salaries of the Governor and Lieutenant Governor and other State officers. Among tho most important new bills introduced was ono by Mr. Wilson to amend tho law relating to taxation. This is a very important bill and looks to insuring a fuller return of property for taxation. To this ond it provides that whon tax returns aro made and sworn to the tax-payor shall hand to tho County Auditor ovory bond, noto, duo bill or ether oviueiice of indebtedness then held or owned by bini for entry in a hood kopt by such Auditor for tho purpose All personal property of this nature shall bo entered and stamped each year until they aro paid. To enforce tho return of such property tho bill provides that no recovery can bo had upon any such instrument in any of tho Courts of tho State unless tho forogoing pro visions have been complied with. Tho bill furthor provides that any person engaged in business combin ing difforont materinls for use, or changing things into now forms for uso, shall bo held to bo a manufac turer and be is required to givo a statement of tho averngo value esti mated of all articles purchased, or otherwiso held for the purpose of being used by bim in his business nt any time during the year preceding the ist of January of tho year in which tho return is made. Ho shall also list at their full value all machinery, tools, implements, fix tures, engines used or purchased foi use in his business (save such as have been appraised for taxation, as pari of tho realty)>. together' with al! manufactured articles which have been on band and remain unsold foi one year or moro prior to tho 1st o: January of the year in which th? return is mado, also all the moneyi and credits pertaining to said busi ness on band : Provided, that al materials provided for use in sai< business shall bo estimated as oi band until sold or remain on baud ii a manufactured state for ono year. Thc County Audi tor shall deduct from tho actual tot.n value of tho shares the appraise) value of its real estate as thc sam stands assessed on tho duplicatCf and tho remainder of tho total valu of such shares shall be entered on duplicate of thc county in the natue of tho owners thereof in amount proportional to tho number of share owned by each, as returned in sai sworn statement, and be ob arge with taxes at the same rate as cbargo upon tho value of other person! property at tho place where sue company is located.
