Tho Federal offices in this Stutc arc mudo politicul in firmaries and training schools for thc defeat of honest government in South Carolina. 4. Honest homo rule. Tho Democracy of South Carolina, representing thc tax payers of thc Stuto and II majority of tho whole people, invite and havo thc right to expect the sympathy and support of their fellow countrymen in their strenuous efforts to preserve titi intelligent and cquul admin istration of thc government. 5. Thc practice of packing juries in political cases in thc United States Courts in this Stutc is a criminal violation of thc inalienable right of every citizen to a fair trial by a jury of his peers. G. Thc extension of tho franchise, as a politicul result of thc late war, has enlarged enormously tho number of present and prospective voters requiring education in tho public schools. Tho burden was in creased, while tho ability of thc Stuto to boar it was diminished. Tho F?d?ral (>o vernmcnl, by liberal appropriations from thc Treasury, on tho basis of illiteracy, should help thc Southern Stales to cure tho evil of non-intelligent suffrage A national danger calls for national action and national aid. 7. Civil scrvico reform, appointments to minor offices under tests lliui will indicate thc qualifications of tho applicant, promo tion by merit, a fixed tenure of ofiico uud no removals, except for canso. 8. Blackmailing publie servants, under thc guise of polilioal assessments, converts tho public treasury, lo thc extent of thc contributions called for, into a ormpuign fund for thc advancement of ti political party, thus taxing tho whole people for partisan purposes. 9. Tho present protective tariff robs tho many for tho benefit of the few. Thc duties on imports should bo decreased, and an carly repeal of flic duty on cotton tics, on thc machinery used in tho manufacture of cotton and wool, and on tools and agri cultural implements, will .stimulate manu factures and bo a welcomo relief to thc farmer and laborer. 10. It is most desirable that tho infernal revenue taxation bo abolished, so soon as this can be accomplished without rendering permanent thc existing protective system, lligid coonomy in tho conduct of thc go vernment will hasten tho day when tho tat iff shall bo ns moderato ns in tho carly days of tho Itepublic and tho army of office holders employed under thc internal reve nue laws bc disbanded. 11. Tho publio credit, national and State, must bo religiously maintained 12. In tho conduct of affairs in this State tho Demoorucy huvo been actuated by but ono dessro, and that is to promolo tho groatcst good of tho Stuto. Only within ibo Democratic party and by party notion cnn defectivo legislation bo remedied with out imperiling tho safety nod well being of Ibu State.
