Exorbitant prices wcro charged for supplies furnished tho furious public institutions, so that tho managers of these establishments could divide profits. Many of these nro still outstanding against tho State, and some men uro so "jealous of the honor and credit of tho State" that they have thc hardihood to argue that it will bc a "'suin upon tho escutcheon ol' South Carolina" not to let the Radical settlement of tho debt stand as it .s. They say wo may mako matters worse by going back of thnt settlement, as ii any ono could bo damaged by doing what is right. This argument is used particularly in reference to tho consolidated debt, but-if it is good in that caso why not npply ft to tho Bonanza cases. I know in V^Q lattor case thcro arc claims for wood fc?nishod the Peni tentiary, 'whoro not a c\np was delivered, run ning ap among tho thousands. Yet it is con? tended that wo must knock off fifty cents on tho dollar of an honest claim in order to Bavo thc credit of thc Stale by paying a basely fraudulent claim to this delectable crew of scoundrels who havo by their knaveries plunged tho Stato almost into hopolcss bank ruptcy. In the consolidated bonds it is said tho credit and honor of tho State Is pledged to payment in thc very wolds of the bonds them selves, for they nro receivable for taxes. So it is in thc caso of all the-o other schemes, for Ibo villains wcro very freo in using words to bind tho Stato. If tho more wording of a bond makes it binding on us wo will havo a mountain lond of debt weighing us down for yours tu como. A thorough examination of thc debt may not bo very encouraging to tho bondholders and their advocates, but it would bo nn outrago to impose a tux for years to como upon our children to pny nny claim against {tho Stato until it has been rigidly scrutinized.
