FOR TUR KEOWEE COURIER. PICKENS C. H., 8. C., April 3d, 1869. Editor Courier : Dear Sir-Having been here but a fnw days-during which I have confined myself to preparation for business no items of interest of a local or other naturo have been noted for communication that could possibly enhance an interest for your eohtmns, which already, under thc auspices, are coming out repleto with so prent variety of both in teresting and useful reading and general news. We believe tho COURIER IS already what yon say it is your purpose to moke it: "A wol oomo visitor to every family." We aro becoming more and more attached to our now location-are now satisfied that the reports circulated relativo to tho intem perate habits and corrupt morals of the couti - tygaud vicinage are-veny gu ea tl ty exaggerated, if not nlmosfr ntterryuufounded. Souio there aro, like the conceited Pharisee, who devoutly thank tho Lord they aro not as other men; who can strain at a gnat but will swollowa oamel ; whose lack of intelligence brooaPH very corrupt idea as to what constitutes V standard of morality, or tho bestiality of in tempor?neo; who from little, by disingenuous reasoning, infertile whole\ who have seen the &tm* of? public day concentrated, and say tho whole world is corrupt. Hence have arisen such reports everywhere. Is it fair ? Tho country heve is strictly one of very fine agricultural and manufacturing resource^ about which wc cannot write in dcfeiil now perhaps may hereafter. Any desiring to l? culo have only to visit and look over to be come satisfied of tho fortility, and salubrity of tho section. The pcoplo aro peaoofble in de meanor, commendably moral and proverbially hospitable. Tho organization of a Sabbath Sehool is in its incipiency, with ni most a certainty of suc cess. No educational institution is opened yet, but strong hopes aro entertained of thcro soon being a flourishing'5 schcol under head way. I know the people are conscious of its imp?rtanos. I learn a considerable sum has been subscribed to go to the erection of a Church. Then in a locality noted for health j and sublime scenery andi othes- grea* advanta ges, and soon to be fis? its-sape mor-facilities for tho intellectual and moral training of the young ; what greater inducements to persons who desire to gob into*a good country T. Here . hj evidence ( most postive from a gou tlomau of irreproach able private charactor-and whose profession al standing and connection with tho Board at that timo are auoh as to place beyond doubt his ability to judge in suoh matters-that the transactions of the Special . Board up to the 6th of August last was, to say the least, reas onable and proper, and thus far commenda ble. 1 am also authorized by Col. J. J. Additional testimony could bo offered but the above is thong*.t sufficient for present purposes. I have been under in? impression that it wad thc duty of Grand Ju ries to seek after and ferret out troth as a mean? of awarding j us tico to all-but this is , a presentment ot* a modern jury, and is calcu lated to impress ono with the opinion that wo aro about to relapse into a condition similar to that in whioh the British Parliament and Courts were, whioh gavo occasion for, and drew out those celebrated criticisms whioh have been regarded ever since BS standing preeminently superior to all other production8 of that class in English or American litera, turc. SIR : Desiring to tender my resignation %i a member of your Board, in justification ol my course I beg to submit tor consideration the following reasons, to wit : "1st. Because si jca the organization of thc Board my duties as a member of the House : of Representatives have called me from hom< 'and provouted mo from participating in til? most importent matters passed upon by th? Because sinco tho recisiou of the con tract with Bi KM ANN and others, no errang monts have been made for holding com ts, o preserving the records of the County, ns rc qrirod by law-uor have any funds beei reserved for that purpose. 5th. Because tho minutes of the proceed ings of the Board since July last, aro vague indefinite and unsatisfactory. Indeed for th most part, no minutes at al!*-notwithslacdin that during that period the most importan business ever transacted by the'Board is sai to have been acted on. ' 6thi Beeaw? somo one without authorit i assumed to pay the auctioneer and clerk i thc sale of town lota exurb rta nt fees. \ You will no doubt recollect that in answ< to your letter to na?- lust summer during tl: extra session of the Legislature, I ox presse my doubts as to tho- propriety of annuling tl contraot with Bea MIAN N and others, but int mated if that amngment had the approval , nil the other meatWs- of the Beard, I won ,!not insist? upon- mfr own view?in opposrth to their judgmedt. Having heard nethii further from you relative to this, I pref? everything had been regularly transacted, ai was very mueh surprised by learning to d? for the first time, that one other member the Board know nothing of the recision that contract, or the making of another, un informed by me. During the past autun complaints were made to me by some of t County officers, relative to offiooa for tin . record^, nod \r conceiving it to be the duty * the-Board to- ternie*? snek offices, request , you, as Chairman, to make sOmuawaugmei for them. These,, audteiaailar circumstances, indi ' the belief that my ueefuloeat aa-a member I your Board has long ainee ceased, and thc fore my continuing longer as a member ol would be wholly unnecessary, if not higt improper. *, I, therefore, herewith tender t resignation and request that thia commun! alon, be spread upon the reoordf of your Boa Very Respeotfttliy, Xo?tt oh't servant, t?M. There ia BU oilier reason or protest, whioh I should have incorporated ia day letter, of protest, but whioh waa inadvertently omitted ?in wrrting-'Which ia that our Hoard at the Inst meeting I evor attended (about the 5th fiof August, 1368,) agreed, wianitnoutly, to potlttoa the Legislature to relioro us front dutloe iq the mittor, heoauie we had effected nil that could thon be dope, in that we had secured a good and sufficient Bond for tho erection of Public Buildings, with an agree? mont on tho part of the obligera to furnish accommodations for Court and County offioero -all of which had been included io our report I Petition, and it was, after being oopied by the Secretary, to be forwarded to mo in Col umbia, to be presented in the House of Rep. resontatives. I was anxiously waiting for the petition with the view of presenting it and asking suoh legislation on the subject as would be necessary to make lt tho duty of of the Board of County Commissioners, whioh was thoo organized, to carry out tho further provisions of the Ordinance. That petition never reached me ; nor his any satisfactory reason been given why it was not forwarded, as had been, agreed on end urged by every member of th? Board. Perhaps the rescind* lng a good contract and the making another had something to do with it, but that is for ethers to say. I had been thinking for some time of writting a letter of resignation as member of tho Special Board, but had postponed on ac count of other business np to the first day of j February last, at whioh timo I mot Mr. BRY FUETWKLL, another, member, for the first time Hinco my last meeting with the Board -and from whom I learned that he had no] knowledgo of any reoision of contract, or any othor important business since our lost full meeting in August. Previous to this I bad entertained the opinion that all the other members ot tho Board had acted in conoert. I now determined to tender my letter of res* ignation at once, with a protest against tho proceedings taken. And soon after took such course in tho Legislature as I thought best calculated to secure tho publio interest in the matter under consideration, by placing tho further oonduot of the business in tho hands of a responsible Board of bonded officers. Regretting as I have, and still do, the nco* easily of appearing heforo the publie for the purpose of explaining official conduct-yet whoo tho necessity arises, as I conceive it has in thia ease, I do not shrink from tho dnty and had the Grand Jury seen flt in their investigation to hear evidence in these mat ters and discriminated in their presentment as to tho port taken by the varions members of the Board, I woutd have hcen relieved of | this necessity.
