Thc country is on the eve of revolution and nnavohy. Seeing this, a number of gentlemen, eminent for wisdom and practical knowledge, have submitted the plan, published by us last week, for thc .settlement of tho issues now dis trading the pui>!ic mind of tho country. Tho President, it is understood, favors tho arrange ment, ns well as many others high in author ity, North and South. Tho action of Congross, in tiefe:.ting Mr. STEVENS' radical measures, isa hopeful sign. It is confidently believed that the conserva tivo clement of the country is making an earnest effort to restore peace and harmony, On the basis of these proposed amendments to tho Federal and Stale constitutions. With this view of thc ease we receive these propositions in the best spirit, and shall give them our unqualified support. Wc append a fair synopsis of thc propped amendments : First. That the Union is perpetual, andi that there exists under the ConstitUtfoif no right ou tho pu t of any State or peuple to withdraw therefrom. Second. That the war and other debts of the United States shall be sacred and invio late. Third. That tho war debts and obligations of tho various Commonwealths, while mem bers of tho lato Confed?ralo Stales, shall be forever null and void. Fourth. That all persons, irrespective of race or color, born or naturalized in the Unit ed States, shall be citizens, not only of the Uuitcd States,' but of the States in which they may reside, and that their privileges and ?in . munitics as citizens shall not be abridged Ly thc laws of any Slate. Fifth. That'these shall he entitled to the rights of life, liberty ami property, and to thc equal protection of the laws. ? Sixth. That .tho whole population in each Commonwealth, excepting Indians not taxed, shall count for representation, with tho pro viso, that whenever any State shall exclude from suffrage, whether for Federal ov State office, any portion of its male inhabitants over twenty-one years of age, by reason of raeo, color, or previous condition of servitude, these shall not bc considered in the basis of repr? sentation. Seventh. That thoso now entitled, under thc laws in existence, to suffrage, s?mil retail their right to vote. i Eighth. That hereafter thc qualifications ' for suffrage shall be, taxable property to thc value of two hundred and fifty dollars, the ability to read tho Constitu? iou in Knglish, tho capacity to write, nnd resideneo in thc State for ono year and in tho district or coun ty in which thc vote is offered for six-months preceding thc day of election. g?8T Tifo executive committee of the South ern Belief Commission of New Yorji met on Saturday, and received additional information of tho destitution in thc South, and took measures to make tho working organization of tho commission completo and effective. Thc trensuror, James M. Brown, reported tho re ceipt of about fourteen thousand dollars with in thrco days-ton thousand dollars of which was in two equal subscriptions from A. T. ' Tho act to chango thc law, in relation to elections for members of Congress, appears this week, lt may very profitably bo laid aside for tho " good time coining." " An expeditious modo of ejecting tres passers" is one of the fitful enactments of tho times. Wo have mudo room for it also. An act to provide for tho registration of trust deed;; of personal property is also given. The following joint,resolutions aro publish ed for the benefit of all ooncotued. They have the effect of law : Resolved, Hy the Sonalo and Ilou^e of Rep resentatives, that hereafter it shall bo the du ty of tito Hoards of Commissioners of Hoads, for each Judicial Dist riot, to report annually to the Qchoral Assombly the aggregate num ber of miles of public reads in their respec tive Districts, and tho number of inhabitants liable to work thereon ; also Um number of chartered ferries und their rutea of toll. Resolved, That it shall also bo incumbent upon the various Hoards of Commissioners of tho Poor, within twenty days from thc n'il j .urnmont of the? Court of Common Pleas, at its Kail Torin, to forward to the Comptrol ler (louerai a certified copy of their annual ro uort to said Court, .setting forth tho naines and numbers of paupers lu tlioir rospoot?vo Districts, and tho amount expended fur their support. Resolved, That the Commissioners of Free Schools, for tho several Parishes and Districts of tho State be, nod they are hereby author ized and empowered, to receive any sum, or sums of money, that may be appropriated by Congress, or donated by persons, for the edu cation of th? colored children of said Dumb os, and to apply thc samo to the. aforesaid pur pose, by hiring or building school-houses, pro curing teachers and books, arranging tho modes of inst ruction, and the said Commis sioners shall have power to superintend und manage the said schools. Signatures of con tracting parties should be attested by two wit nesses. ?Tile instrument should have ono five cent internal revenue stamp attached to it. The approval and record by an officer of tho Bureau ure advisable, when convenient to the contracting parties. But L do not u lUerstand that they are imperative.
