WASHINGTON, Juno 8.-Tho final report of the Reconstruction Committee setting forth thc reason for t'ne action of tho majority was road in both Houses to-day. Tho conclusions of tho Committee arobriotly that the people of the South have proved themselves insurgents ?nd traitors, and forfeited all political ?'igtha and privileges, that the so o died (Conf?d?rale States are not entitled to representation in Congress, that before allowing it, aden unto security for the future peace and safety of thc country should bo required from them; and this can only bc found in such changes of the organic law as shall determine tho civii rights and privilege of thc citizen in all parts of tho republic; that tho-representation should bc on an equitable basis', that a stigma be fixed cm treason and protection bo given to loyal people a ga ?hs (future claims for expenses in curred iti the rebellion and for slaves eman cipated by the wir, together with an express grant of power in Congress, to enforce these provisions to this end1. LA I'Klt.-The condition of thc cholera pa tients at quarantine is. deplorable-. The hos pital ship, Falcon, ia full. There are twenty more cases than can bo eared for. Five ves sela are quarantined within a circle of two miles, having on board either cholera, yellow fever or small-pox.
