The app orina.rt as finally made a nearer to fairness than &here was eason at one time to expect. The nst objectionable feature of it is the arge increase in the number of Rep 'eentatives. Adding thirty-two memn era to a body already unwieldy is Dot isdom, especially as it will be almost mposibe t prpery accormmodateo hem in the present Hall.Iftiin ~rese is to go on through every de ade, simply because of the selfish de ire of members to increase their ancs of re-election, we shall have o build a new Ca pitol. One means f temporary relief will be to adopt e plan of the Enrglish House of omwonu, remove all desks from the 141 and seat members in rows on lain bencbes. Soume Senators who ave served in the lower house and enhlze the truth of the situation ould have been in a position to bring 'ut the objections to thin measure but ur the need of passing it without elay. Senator Hoar pointedly to. rred to some of the difficulties of ransacting business in the House, d the mnanner in which its rules estroy the freedom of debate and mend ment, whichbhe said bad grown ut of the large membership, and ives the control of legislation into be hands of the speaker and a few eteran members. There is no cnues ion as to the great difficulty of' get ing measures before the House. 'housands of bills die in committee d on the calendar every session, be use the author. and supporters are nble to get them considered. Many f these measures arc meritorious, bough perhaps they affect very few esons. There is one class of legis tion that especially suffers. Pri ae claims against the Government rely over recive attention, and it as become a recognized fact that it almost worth the amount of a claim aist the United 8tate. to collect it. otwithstanding these facts, there ro those who prate of Congress pending too much time in session, ad talk of the iunginary benefits that ould follow biennial sessions. The uth is Congress does not remain in ssion long enough to atteod proper. rto public business. The rspid rowh of the country increases the ines before each recurring session, a the sessions should bec lengthened. specially should Congress adopt me means to relieve itself of a elas 'business which belongs properly to " ,urts. But, to our atOn jesiment, we were .zeroed as a juror and seorurkJy at on Wto tieiial cases We, the trimiAl business tver ad re con. vide: retencee, the eiil p4tine began by en: y~r-lng two juries. You .nte thel inames are 4rawn from. ? covered ntaa by a sa! Fioy, the first twelve names drawn cofl'ing the rst jury, or oury ro. I, the next teiue e;.fy Xo, '4. aso Apne that our name camie in notaber 24, and,l oh, we feilt so much out of aorta that we did not get on the supernumerary ist ; but so iit was and we took our seat. Imagine our .>urprise at being ssignAed to a seat on the topu.ost round in the ladder. With deference we occupied the position assigned us, feln that the nea,ue of our responi sibility was indeed full, andi also feeling daggers toward that odleiaI who recomn meinded our appointment, It is well for him that he had nio ease t.o comeu bef'ore jury Nto. -, P.egarding the appointment as conclusive evidence of the extreme wsa--a or our t>ody, we reselved to carry out what we have endeavored to make the rule of our life ; that Is to do what we con celve to be right and let the consequences take care of themselves ; for, of course, both parties will not be satisfied with the decision of any jury. Well, next cornes a case ; the cause o,f action is read ; so like wise the answer, thent the testimony ; after which the arguments. And wc wish to say that we were particularly struck with the similarity with which the Counsel would in troduce their lice of argument. It was al most invariably about t-his way : "May it please the Court and gentlemen of the jury : This is a very plain case arid so easily un derstood that I do cot feel like it is neces sury for me to say anything, but,-" (arnd then comnes his argument of an hour or rmore long), at the close of which he feels sure "that so IntellIgent a body of men will render a verdict for his client," and sit' down, Then comes the opposing Counsel with about the samae introductory . "May it please the Court anid gentlemen of the jury : This is ind4eed a very plain case, and if you will listen to what my friend hais just said you would soon flgd a verdict for him, but," (thena comnea bis argument, and winds up with the samie piece o1 flattery ;) that is t.0 sry, "Gentlemn of the jury : I feel sure that so intelligent a body of men can't fail to see the justice of our cause and render your verdict In our favor." Then comes the Judge's charge on the point. of law in the case, and we retire to mnake up our ver oict And right hare I wish to say there are some pleas.ant things muixed in the evil; for on rendering a verdict Counsel on the wInning side presents the jury with a dol lar ; and om one occasion a burly lawyer for whom a verdict had just been given camne to us With a two dollar bill. I need not say our heart leaped for joy at the sight ; but to our dIsmay he wanted it changed. We, however, denied having anty change (still eyeing the two dollar bill), when to our astonIshment one of our men changed the money. We held an indigna tiona meeting and resolved that if any one of our body shoul4 change ay more bills lie should he "put through a course of sprouts" and disfranchised. The lawyers must havo found It out, for they ever after wards had the exact chan;te. Alter eight days the jurors were discharged, and a tIcket for twelve dollars and mileage for one day only was banded us, for whIch we reaiizud ninety cents on the dollar, a die count of ten per cent., which we think the County ought to make good ; for it does seemi to us chat If the County pays any of lus debts in cash It ought to be to the indi viduals who are comipelle-d to go and attend ('ourt day after day, upon the failure of which a heavy penalty attachies, insrtead o;f paylig the pouer house expem.es In cnsh, aud thecrebhy making the Individual suffer twice while the Count.y .0es not suffer at all thereby. We then returned to our home and wontedl vocation, feeling very well sat isfied with our work, save In one case when the Judge charged us with the law and or dered us to render a verdict which every muan of us thought to he unjust. We close by saying that we gathered a good deal of Information, and feeling, too, that our estimate of lawyers as a class had been several degrees below par; for, with non little exception, we saw nothing in any rember of the Newbe,ry bar unbecoming kigh-toned gentlemen.
