The complaint is not without reas.on, bUt it is not our fault. It may not generally be known that the General Assem bly gave power to a committee composed -of three State officers, to designate ONE or XORE papers in each county as the medium for the publicaion of all snch notices. The HERALD was deprived of this privilege. We do not complain of this, but at the same time con si,ler it as unjust in the extreme. We have determined now however, to publish such notices, without authority, and of course without remuneration, but simply as an act of justice to our readers, that they may be kept informed as to what is being done in .this respect. This is not done without pecuniary loss, as well as loss of time, but we :re willing to make the sacrifice for the ptblic good, and - !tru:, that our course will be appreciated, and that this effort to please will indtce a curresponding effort on the part of our patrona to increase our sub scriptiou list, by inducing others to take the H:tALD; and at the same time we earnestly call upon those who are indebted to settle the suall amounts due. tf. Up to this date, less than three nionths since they were issued, over tifty millions have been ordered, and the prob:abilities are that the consumption this year will double the estimate. Thus far none of the small towns in the country have been supplied, it being as much us the Department could do to satisfy the demand of the large cities." The hottest place in Newberry is along Adams Street from Scott's Creek to the College. Try it about 2 o'c,ock in the afternoon wihout an umbrella ,omie clear day. The young men of Newberry have made a move in the right direction. They have formed a Debating Society fur their mutual improvement. There could be nothing better for the purpose than such a society as has beeu established. The following "Officers" were elected for the first term: President, Ira B. .Jones; Vice President, Y. J. Ilarritgton; Sccretary,Johu S. Fair: Treasurer, Jimes S. Hillhouse; Monitor, 0. B. Evans. The President, Vice President, Secretary a'd Monitor, to hold office until the first =eeting in September, the Trea.surer until the :irst meeting in January next. Meetings to be held twice each month, to wit: the first and thid M-T day nights in every month. The subject for first di6eusssiou on the 4th of August, at S. o'clock, p. in., is: "Was the execution of Mary Queen of Scots justifiable." CHoLERA.-llave our readers taken any precautions against disease? It attacks one so suddenly and violently that it is of vital importattce to have some approved remedy at hand. A delay of an hour, in application of remedies, may prove fatal. The following prescription popularly known as the "Sun receipt," because first published in the N. Y. Sun, is said to be an almost infallible cure: Take equal parts of tincture of opium, red p.pper, rhubard, peppermint, and camphor, and mix them for use. Dose, ten to thirty drops. In case of diarrheqg take a dose of ten to twenty drops in three or four tea spoonfuls of water. No one who has this by him anid takes it in time will ever have the cholera. It is equally valuable in all sum mer complaints. We would recommtend our friends to amix a phtial and carry it in their vst pockets whenever there is any danger of cholera. Last Sunday evening there were some fiue showers of rain in different portions of the County. Tht lamp at the Episcopal Church was lighted for the first time last Sunday eve nng. Where were the police Saturday night? for there was quite a pow-wow amongst the colored element. Suppose tangle-foot was in the ascendant. We invite attention to the card of Messre. M. Nathan & Son., to those who want Fruit Jars, Jelly Moulds or Glass-ware. Call on these gentlemen if you want any thing in this, line.. The Pic-Nic at Mr. Jacob Schtumpert's on Saturday, was quite a success. There was a l,mrge turn out of the young people, and the town was wvell represented. Mr. W. II. Knight will please accept our thanks for some very fine horse apples. They are the largest we have ever seen. The town fathers are still at work (by proxy ) repairing the streets. We notice the widening of Main or Pratt Street. The widening begins at the Thompson Street Church, and will be continued as far as practicable. During the meeting of the Lutheran Synod services were held every evening. Rev. Dr. Smetzer's familiar voice was heard again in its accustomed place. Elsewhere in our columns will be seen an account of the action of the Synod. The color.ed Baptist Meeting House on Scott's Creek if almost completed. Rteligious services have already been held in it for several Sabbaths, and also at night during the week. We are pleased to see improve ments of this kind going on. It must be a source of gratification to every Christian heart to see the colored citizens of the State and County movinig in the great work of re igion. Believing as we do, in the essential unity of the human race and that all true progress depends upon the Christianization of the world; that the Religion of Christ con tains the only element and source of power, whereby the clouds and darkness of error, superstitioni and wickedness can be driven from the minds of men, we give our hearty sympathies to the efforts of the colored pee in this direction and wish them God-speed. For, if they are ever to become worthy of their freedom-worthy citizens of that great couary in which Providence has placed their lot, it can only be through the elevating, cnlighening, and reforming power of the H oly Spiri descending through the Gospel ofChrist. A mere intellectual training is without avail in this direction. Men of the highest genius and culture may be the most abandoned of their race and times: and though they may shine brilliantly in the world, yet it must ev er be with a baieful and lurid light. While on the other hand, the pure hearted man gives out a beneficent influence like that of a Sun or Star. When houses and lands and vineyards and fruit trees, will be free to all who may choose to occupy or to use. Snrely it is not theft in one to take an umbrella? You might as well indict one for taking a drink of water otn of your spring or well. Well, if there is no harm in appropriating an umbrella or in keeping one after borrowing it, why should it be considered wrong to take any other ar ticle? Say a hosse, for instance? THE EDITOR.-The Editor of this paper is absent in search of health. The hot smis of July were too much for him, and lie wats compelled to beat a retreat to the cool shades and breezes of the up country. We bespeak for him the kindly care of all landlords and landladies into whose hands he may fall. Be very gentle with him. If you had tried it you would have sung another tune; you would have sung in bitterness of spirir, that no head can LIE so uneasily as the head of him whO tries to edit a paper during the editor's absence. But patience! time flies; the editor will soon be back and, with renewed health and spirits, he, doubtless, can LIE easily. Tur COLLEGe.-On last Wednesday, July 23d, in response to a call of the President, the South Carolina Synod of the Lutheran Church, met at Luther Chapel, Newberry, in the interest of Newberry College. At that meeting money was raised in amount sufi cient to pay the Professors balance of salary due them for the year just past, the income from tuition fees of students not having been enough. Provision was also made for the paytnent of Professors' amounts due them in previous years. A Reuolution was passed to raise the sum of twenty thousatid dollars as an endowment fund for the Presidential chair. The question .of removal from WValhalla was discussed as a matter bearing upon the interests of the College. The Synod has no power to remove, its action therefore is only advisory, nor was there any final action taken by the Synod.or the Board of Trustees. which met immediately after the adjourn ment of Synod. The exercises of~ the College will begia, as usual, at the opening of the regular Session in September, tfle question of removal being left opent to be decided by the course of events. We may say, however, that it depends entirely upon -he people of Newberry whether they are to have the College here or not. If they want it, and are willing as they are able, to raise ten thousand dollars, they -can have it. A less sum will scarcely do. yhere should be no delay. What is to be done ought to he done at once. The question will again cotme up before the Synod at its regular session in October, and if Newberry should then have no offer to make, and no showing of any thing that she intends to do, will it, or may it not be too late after that? Surely New berry is the proper place for Newberry Col lege, if there is anything in a name. To work gentleman. NoRFOLK, July 26.--Ahout 1 l o'clock this morning, an incendiary fire broke out fromn a building on the West side of market square, occupied by H{ofheimer & Co., boot and shoe dealers Owing to the bursting of a water main the day before, and the limited resources of the fire depart. metnt, the fire gradually gained head way, and finally extended Ott the Northern side as far as Archer & Co.'s drug store, on Main street, buruing-or damaging six or eight buildings. The total loss is estimated at $150,000; partly covered by insurance. The. principal loses are Hlofheimer & Co. and J. T. Griffin, boot and shoe deal ers; W. RI. IIutchinis and Taylor, Martin & Co., hardware; Eps & Co., crockery. Fire rocket signals which were sent up brought three engines over from Portsmouth and one frotm the Navy Yard, which rendered great assistauce in preventing a further spread of the fire. A CItOLERA PANIC IN JIDANA. EVANSVILLE, IND, Jul yl8.-A spe il dispatch from Mount Vernon, Ind., states that a panic prevails there on account of Cholera. , Forty deaths occurred within the week, and eight or ten yesterday. The people are flee ing from the city.
