R I rWV I R"r, . dednesday, October 25, 181. Our Interdant recently received a let ter from 'Edgefield," asking that New berry sevd delegates to a Convention to be held in Columbia, relative to the R. R. line from Augusta to Spartanburg, via Eigefield and Laurens. The people of Newherry have in con tntvplation, and have had for years, the building of a Railroad from Augusta, Ga., to Chester, via Edgefield and New berry; and that a charter was once ob. tained for a part of the way, to-wit from Newberry to Chester, and the line surveyed. A meeting will be he!d at the Court ouse, this Wednesday afternoon, at 5 o'clock, to take action in the matter, when it is hoped that the meeting will be largely attended. The Useless Proclamation. As our columns will not admit of the publication of the entire proclamation President Grant has seen fit to issue, in consequence of the rebellion which DOE$ NOT FXIST in the several counties under ban, we produce the concluding para graph, which covers the ground of re itriction-the removal of the writ of ha bcas corpus. The omitted portions of it are only the declaration of rebellion ; that his order to the rebels to return to their homes, give ip rms, uniforms and disguises,.has not been obeyed, whereby th peace and dignity of the United States have been spit upon, and hence t-.. necessity. He is determined now, after all the diabolical efforts made to force the people to rebcl, to try this last rens 0 temipmn, () Mres! I, ysses S. Grant, President of the United States of America, by vii tue of the authority vested in ne by the Gon-ti tution of the United S:ates and the Act of Congress aforesaid, do hereby de e!are that, in my jigment, the public safety especially rkqiires that the privi leges of the writ of ha:-as corpus be sus pended, to the end thut such rebellion may he overthrown, and do hereby sus per.d the privileges of the writ of haieas corous within the Ccunttes of Spa, tiri. burg, York, Marion, Chester, Laurens, Newberry, Fairfield, Lancaster and Chesterfield, in said State of South Caro lina, in respect to all persoos arrested by the Marshal of the United States, for the said district of South Carolina, or by any of his deputies, or by any military officer of the United States, or by un. soldier or citizen n.ting under the orders of said Marshal, deputy or such militazy officer %itiin anv one of said Counties, charged with violation of the Act of Congress aforesaid, during the contmnu ance of such rebellion. In witness whereof I have hereunto set my hand and caused the seal of the Unite'd States to be affxed. &c. Babeas Corpus. We deem it unn ise to be unnecessarily alarmed at the new aspect of atfairs. new trouble or indigni'y, or i'hat ever else it may be called, lately forced upon us by Pres. Grant, Gor. Scott, the Columbia Union, etc. And although new it is only what has been looked Tor, in conscquenrc of the teachings and vile aspersioins of the Radical press and the hatred of our radical enemies. That the removal of the writ of Habeis Corpus was unnecessary, any but men struck blind with madness and running over with bitternest malice must admit, and we can but see in it another phase of the iniquitous programmre to push our peo p!e to the wall, and force them to some aggression by which the whole animus and power of the government may be brought down on thetm. Look on it in its true light and value it according to its worth, and we sce already thazt it is a part of an ele cnering trick, and one worthy its snurxe. That any one or all cfus are liale t' be insulted and in couvenienced, and made to suffer both in persoin and pocket, is not to be denied, .ve see aind recognize this in its fulle,t sense, and it remaias for us to exercise a patient manliness and face the storm noir threatening us. Our enemies make nio little capital out of the report that citizens from other counties have re ::roved fromi the- reach of the iniquitous wvrongs m any hiave. n!ready been much Sade to suffer, and we urge that no citizennof th.is county act in such manner Let the wrr.t come, let it be fine or im plrisomnent or what not. let them see that we can bear it as~ mten and I atriots. We will not atter'ipt to review the effects of the renoval o'f the writ of Ilabeas Corpus-one of the greatest prtivileges of freem.en-the reader knows what it meas-that rapscallions and thieves are on the top rail, and honest men have an iudinitessimnal chance of justice. The proclamation of President Grant is not only an abomination but a tissue of nonsense, That portions of the State are in rebellion-Newberry included - :s the basest f2lsehood ever uttered, and the order to bring in artns and uniforms ;.:-fectly farcical. Uut we are in the p-wer ofa perverse anid wicked enemy. ci ese- can we expect ? The thieves me.ls have % hettedl their blaties to reap -.fdcn harvest, ad they are the power schiod the throne. That disorders have occurred in the State aod in the counties named, no one ever de:.ied, but they have been exag *ersted a thousand fold, and all of them tare been caused by the corrupiness of the times, and thme teaehings of unprin spled, designing radicals. here is where the whole difieulty lhes. Law o .d order shiould be maintatir.ed in the .itte. but never will it be undor the re strictions of this ur.just p. oeimation. Th~ license f,r thieving, plunderinrg and E.endiarisns, are not thoumght of, or ma ta.r are thougTht of as ancher drop in t.me bucket to break the t,aeks of the law-abiding and peaceabWe citiens of the 3:ate. EDITORS OF THE NEWBERRY HER ALD: 0- Friday evening last, our citizens were vquested by our Intendar to raeet him in he Court ilouse to consider a l6tter. ad tressed to him by.a gentleman of Edgefield, ,equesting our people to send De'e-ates to a onvention to assemble soon in Columbia, e :o deliberate and adopt meauren for biilding k Road from Augusta to Spartanburg, via E-dgefie!d and Laurcns. A few of the busi 2ess men of our town assem bled at the Court J ouse in response to the call of the Inten Iant, and after a shortconsultatiort had in that imiormal meeting, conchded that we were Dot specially interested in the proposed load rrom Augusta to Spartanburg; but that we ere deeply interested in a similar enterprie, long contemplated by our people, to-wit: l om Augusta to Chester, via Fgefield and Newberry, and that a longer silence and in ction on our part may put the success of the project. whlch is so inimately con nected with our interests, in great jeo pardy. They also recommended that a public meeting be caled and appointed for next Wednesday evering. lioth o' these Roads cannot be built. Then the question aribes, which of the two will be most desirable to the people of Augusta and Edgefield? Wich of the!e are the-people of the middle part of this State mozt inter ested in? Facts and figures, based upon perfectly fair data can be furnished to de monstrate to every fair mind, that the Com mercial, Agricultural and Mechanical inter ests of the State would be better suhserved by a Road from Augusta to Chester than any other now in contemplation. It is carne, tly hoped that our people will awake to their iu terest, throw off the lethargy whicl has so long enthralled them, and reposs4ess then selves of their accustomed manhood and en ergy, while the present opportunity is pres. ent. Will they sleep on and let judgment go against them by default, or will they rise to the demands of the present emergency ? 1: is for them to decide. and1 decitle now, or else the golden opportunity will probably pass be yond their reach, never to return. Our poverty is no excuse for delay, for we may as well, and it will lie better to make the money while the Road is being built than to wait till we take the money and then in vest in the same enterprise. The former course will only postpone the completion of such an enterprise, as well as the apprecia tion of their estates and the promotion of all their material interests. Let the people act now, or else hereafter forever hold their peace, and endure the mertification of their own apathy and indif ference. M. C. Celumbia Special Notices. Dr. E. E. Jackson.
