Whipper offered a resolution provi ding for the punishment,. by fine and imprisonment, of any person who might try to collect or: inake suit for.-any debt contracted for the purchase of slaves.. The militia bill came up for its second reading and was objected to, under the rules, by one of the Democratic Senators.
