I Presentment of Grand Jury. i (Continued from last week). t It appears to the grand jury that 1 r "the sheriff of this connty i9 paid ' extra fees for the service of warrants which should be served by the mag istrate's constables. It will thas be I -seen that in addition to salaries paid rthe several constables in this connty, 1 the ooanty is also paying the extra W fees to th^ sheriff in snch cases where [ the sheriff serves warrants for the I constables. We recommend that when the sheriff serves warrants for conI stables the fees for snch service be I deducted from the salary of the conl ^stable in whose district snch warrant r 38 served. Our careful examination disclosed evidence of carelessness in the matter of purchases, almost in A ? rnUA?A a r\r\AQVOr1 f A ('?very aepartmeu l/? IIICIU apyccugu iv | ^e as many purchases as there are officers, indicating a lack of a system and regularity that may be expected to be found in the administration of a ^public institution. We recommend that each of the county officers who heretofore purchased the necessary -supplies for his respective office adept -a budget system whereby a purchasing committee will be authorized to buy, upon the request of the individual officers, all of the necessary goods and supplies and we further recommend that our representatives in the state legislature have enacted at the next session of the general assembly *' * J -Pr\y o (a law autnorizmg anu pruvimug iui ? commission for the purpose of purchasing ail supplies for the county and the various county offices and officials. We find that there is more vault Toom needed in the court house for the public records and that the vault in the clerk's office is too small for the clerk's record and we find that the ^ -supervisor, superintendent of education, auditor and treasurer for their books have little or no protection from .fire. We also find that the clerk of ( m -court's office is entirely too small and |? we ask that the proper officers take this matter op at once, wirh the idea -of ascertaining what can be done forwards securing more vault room as well as more office room to accommo- j -date the county officers. ( Lexington county is very much in need of a permanent warehouse for the purpose of storing such property ^ as is new~owned by the county and for the purpose of storing and keeping all * goods, implements and property of : whatever kind which may be par- j chased by the county officers for the purposea-and usee of said county. We reoommoBdy therefore, that the county ^ supervisor investigate the o -unty's lot of land in connection with the county jail and ascertain whether or not it will be possible and feasible to erect there^ on a warehoase or storage room for I the purposes above named. Acting under authority of law and upon authority given us in the charge of the Honorable Frank B. Gary, circuit judge, presiding at the February .tarn* of the court of general sessions for this county we have employed the ;G-eoifce G. Scott & Company, public } ' accountants, to examine and check up all of the books and accounts of the 4r various offioes of *he county covering ra period of four vears. The said company has fully and completely performed this duty as will be shown by the hereto attached audit report which is hereby made a part of this, our final presentment, for the year and to which Teference is prayed. From this report we have discovered certain minor irregularities which we believe to be due to clerical errors. We are glad to report that as a whole the books and records ot the various offices are well * [kept, excluding the matters herein c above referred to. It appearing that our county has sustained a serious financial loss by having money deposited in the bank |L without bond to secure the safety of such fnnds we therefore recommend 4 that if there is now no law for reI quiring banks or repositories with ^ ft which the county's funds are deposited | I to give bond; that the law shall be > amended or a new law enacted where- ^ by the various county officials may L demand and require that banks or ^ t?_ persons with whom public funds are deposited shall give good and sufficient \ |ft hmd to secure same. Our information is that nam- I bers of cases in which scores of witnesses are summoned are continued ^ from one term of court to another, sometimes as many as four or five ^ different times. Each time such cases | are Continued the county is put to * useless cost and expense, we therefore, | ^ repeat our recommendatioa that such j _ practice be remedied and that con- ^ tinuances be had only when the ends of justice may be thereby best served. j A committee from our body -eoosistiug of Messrs. George Mf. Levr&r W. T. Roof and J. E. This committee reports with pleasare that- the new road machine recently i purchased by the county is doing good ! Afl work and highly satisfactory. I For the services of the George G. Scott & Company, for the work for which they have done upon the order of a committee from cur body, the county is due the said company the ^ sum of $561.65 as shown by the hereto j attached statement of account.
