31st day of December. 1913, upon the

The qualification for suffrage: "The
Managers of Election shall require
every elector offering to vote at any
election before allowing him to vote,

all taxes, including poll tax, assessed

during the previous year. The production
of a certificate or of the reMpt
of the offieer authorized to ?oli
