Education Martin severely criticizing
Governor Ansel for appointing exGovernor
John C. Sheppard, of Edgefield,
to fill a vacancy on the state
hoard of education from the second
district.
The statement is so severe that it
means a personal rupture between
the governor and superintendent of
education, both of whom are from
the same section of the state and
formerly lived in the same town. SSE
Mr. Martin says the appointment of
Mr. Sheppard is purely political and
contrary to the policy which he has
endeavored to carry out of having
only educators on the board, though
he expresses high admiration for distinguished
ex-governor. He declares
however, that the appointment is re\
suit of 1 'gubernatorial obtuseness
and stupidity."

that superintendent of education
be consulted since the relations
between the board and superintendent
are very close.
This appointment is made to fill a
vacancy, bub the entire board
retires in March and the governor

successors. The governor and superintendent
of education are thrown in
close contact since both are ex-officio
members of board of education.

Valentine'j Slayer Captured.
Columbia, August 1.?The negro
Franklin, whom a mob has been pursuing
for three days in Orangeburg
county for the murder of Constable
Valentine, was captured near Denmark,
and has been brought to the
penitentiary for safe keeping. A
lynching was thus averted. He claims
self defense.

If farmers are wise a better day is

cotton. Such is the demand for their

Whereas Hon. J. M. Epting, who, at
the General Election held in November,
1906, was chosen a member of the House
of Representative for the Election District
of Lexington County, to serve for
two years, has since said election de- (
parted this life, And whereas the Constitution
of the State of South Carolina I
directs that in such a case a Writ of
Election shall be issued by the Speaker 1
of the House of Representatives for the
purpose of filling the vacancy thus oc- '
rationed for the remainder of the term
for which the Member so dying was

and with strict regard to all
the provisions of the Constitution and
