Crum, the negro collector of it the customs of Charleston, to draw 3- pay for disbursing ?2,500 for repairs on j- the Charleston custom house. Con,e gre9S authorized repairs on the builde ing in this amount, and Crum was apy pointed disbursing officer for the job. >r When the work was finished he sent d in a claim for services, commission on n the amount spent. The comptroller s today turned down this claim, stating d as reasons that the law allows comg missions to disbursing officers only e when the work is that of construction j. and does not allow it for repairs on r existing buildings. n It will be recalled that Crum was e .denied his salary for the time he served as collector, on the ground that d his appointment by the president, a !S so-called "recess appointment," was !g unauthorized.
