RECENT RULINGON RURAL ROUTES. Important Letter Received by Congressman Lever?Boxes to be Required?Must be of Certain Construction and are for Not More Than Five Families. On account of the increase in the ; number of rural delivery carriers I around Columbia, especially in the ' seventh congressional district, Congressman Lever has obtained from the postmaster general an important ruling on the letter box question. This < ruling is important because recently there haye been a number of agents through the country representing letter box concerns and as the boxes sold do not comply with postoffice regulations the boxes have been condemned. Recently Mr. Lever wrote the postmaster -general asking for the rule governing the manufacture of boxes by the patrons along the routes of delivery and a reply has been received staging that boxes can be built by the patrons of a route if they comply with the specifications. It is also stated that one family and as many as five can use each box provided the name , of each is on said box and the words 'approved by the postmaster general'' is printed thereon in plain letters. The special requirements issued according to the letter to Congressman Lever are as follows. Each person desiring the rural de; livery service must erect at his own cost, and in the manner prescribed by the regulations of the department, a box complying with the following specifications. Material.?Galvanized sheet iron or sheet steel of not less than 20 gauge. Size, not Jess than 18 by 6 inches. The edges must be supported by folding the metal back upon itself, or by riveting to band iron or steel at least one-sixteenth of inch in thickness and "at least one-half inch in width, or by wiring with not less than No. 10 gauge wire. Boxes made of - heavier material than 20 gauge need not be reinforced. Material.-^-Galvanized sheet iron or sheet steel of not less than 22 gauge. Where black iron or steel is used, and galvanized after boxes are made, not less than 18 inches long by 6 inches in diameter. The edges must be supported and strengthened by corrugating, bending, or curling, or by wiring with No. 10 gauge wire, or by folding metal back upon itself, or by supporting by riveting to such edges band iron at least one-sixteenth inch in thickness and 1 one-half inch in width. All boxes must be made in workmanlike manner; no joints depending solely on solder, but all points either seamed, curled or riveted; covers, lids, or incasements hinged or pivoted in a strong, substantial manner, and edges of same extend down or lap over the mail-holding compartment, so as to thoroughly protect the mail from rain, snow, or dust in all conditions of weather; all exposed parts, such as rivets and hinges, to be galvanized. 1 Apertures in rural mail boxes, through which to deposit mail without unlocking boxes, should be made small enough or protected by some device, to prevent the improper abstraction of - mail.?The State. , State of Ohio. Seventeen of the twenty ! four ministers belonging to the con! ference were in attendance. There I were present also twenty-three dele| gates representing various congrega| tions. 5 The Rev. J. G. Schaid, who, a num5 ber of years ago was a member of | this conference, was present and ' added much to the interest of the L meeting by his active participation in * the discussions. t At this meeting the conference discussed Art. IV of the Augsburg Confession in connection with Art. XX, j Justifying Faith, Good Works and the relation between the two; also, The - Christian Home, Its Character, Its Influence and the duty of the head of the family in the home; The Christian's relation to the world and his duty to his church. The discussions were interesting, able, and, at times, | animated, but unanimity of belief prevailed. The treasurer's report showed that the Sunday schools of the conference had raised $100 during the past year to support a theological student in our seminary. They will continue to raise a like amount each year for this purpose. A balance of $56.51 together with $16.54 collected at this meeting, belonging to the general fund of the conference, remains in the hands of the treasurer. The next meeting will be held with Mt. Price writiag in the Columbia Evening Record, October 1st, says: Farm real estate values in the United States have gained 35.5 per cent, since the census of 1900 was taken. The highest percentage of increase, 40:3 per cent, was found in the South Central group of States, and close after that 40.3 per cent, in the Western group. Third in order is the South Atlantic group, with 36 per cent, while a close fourth is held by the North Central States with an increase of 35.3 per cent. The rate of increase for cotton farms is highest?18.2 per cent. Assistant District Attorney Lawson Melton, of Columbia, has resigned his position after three years of service, and will devote his entire time to the practice of his profession in Columbia. This is a juicy plum for some lawyer with Republican tendencies and doubtless there will be a lively scramble for it. It is said that Jno. G. Capers, for many years the referee for federal patronage in this State, has moved back to Washington, D. C., to practice law. Capt.
