Senator Tillman said today that it was piaiulv evident that tne wave of r. opposition to the dispensary that ran ! through the State for awhile is petering out and he believes that the institution, under promise of better management and laws that will preIvenfc corruption and fraud, will be sustained by a larger majority than over before known in the State. The .senator renews his promise to lead a fight that will mean purification of the dispensary system and the enaction of laws that will prevent a return to corruption. Bev believes that the people have wisely cocclud' ed that it is not the system that is at fault, but the lack of proper laws and the administration of the business by enemies of the institution. With stricter laws and iu the hands of its friends in the future there ought not to be a recurrence of the things that disgusted many people for a long time. The moral effect of the results of the county convention will be good throughout the State, it is believed by the senator. It demonstrates the strength of the dispensary forces and shows to them that if they will torn out at the primaries they have the Totes to forever settle the question In the right way. Senator Tillman believes that every friend of the dispensary system should unhesitatingly insist on candidates for the legislature answering directly, without evasion, questions showing how they stand on the dispensary question. Vladivostok?The Russian blockade running steamer Soerabays, which disappeared last autumn while awaiting orders regarding the landing of a cargo of arms at Vladivostok, has been discovered at Nikolayevsk near the Amor river completely incased in ice. The bodies of twenty members of the crew, frozen stiff, were found on tbe steamer. It ie supposed that while tbe vessel was awaiting orders pending tbe outcome of the peace negotiations, sbe became lost and was caught in the ice. Tbe * crew probably was uoable to escape, so perished aboard the steamer. To the Democratic Voters of South Carolina: As cifcizans of South Carolina opposed to the present State dispensary system, we, the undersigned, call upon our fellow citizens of like opinion to unite for the purpose of organizing the opposition to the die peneary system. So nearly of one mind concerning the disnensarv svstem are the people " ? ?- ? y * ? of the Skate that it is only by their failure to unite for action that the dispensary can be preserved. Ii> is ooly by default that the dispensary can win another victory, before the electors are in the legislature, and it will be foolhardy for those who desire its overthrow to sit supinely by and see the pernicious system again enthroned in power in our commonwealth. Every sinoere, patriotic citizen must regret that this issue should be again the paramount question in a South Carolina campaign. But as long as the dispensary remains just so long will it continue to be the paramount issue, and it should, therefore, be the desire of every thoughtful citizen to see this festering sore removed and a healthier condition secured. To this end we invite the oo-operation of all those who believe the State dispensary system to be an evil and propose that, other differing policies for the time being laid aside, the demand, first, now, be made that the State dispensary system shall be destroyed. 0a trial now for 13 yeare, fortified all the time by strong support and as truly protected by onceaeing criticism and watchfulness, there is no need to point out the 6vils which the State monoply of the whiskey traffic has bred. Corruption at the fountainhead and in its branches, drunkenness and murder, woe and misery have been its products. A pernicious political machine of gigantic proportions, with a beavered lobby in Columbia and a willing ring in every county, the monster has waxed fat, insolent and defiant. The will of the people has been perverted and suppressed, and when finally demanding expression that demand ba? been n /I tt C n bii vvol icu dl u tuuumvcuuou kj j c peals to the trivial technicalities of the law. Ia 18 counties the people have spoken and in all these except two their voice has in thunder toDes repudiated the system. In other counties they are now ready to give expression to their will, awaiting the summer primary. In this primary, where the life or the death of the dispensary will be and should be decided, it is vitally necessary that the opposition to the dispensary shall be --i!-- j ?tl __i_ 1 acuve ana umieu. xo ih umy vy action and union that the dispensary has been voted out of 16 counties under tbe Brice law and by no other means than aotion and union can the system be uprooted from the State. The people are decided. It merely remains for them to make their decision defective. They must choose representatives who will repeal Buch laws as they desire to have repealed and who will enact such laws as they desire enacted. Then they must put in office men who, in full sympathy, will enforce justly and vigorously whatever laws are upon the statute books. The people have showD, by their eager acceptance of the only i opportunity accorded them, that they believe in the principle of local selfgovernment, and now, lest they have this inalienable right again wrested from them, the free citizens of South C-irolina must make their sovereign power felt. There must be elected a legislature which will not renounce this principle, which will Dot yield to the dispensary machiDf; there must be elected executive aud prosecuting officials who will not permit the law to be made a mockery for its undoing.
