The Ten Hour Labor Bill. Mr. J. M. Epting of LexingtoD, spoke in favor of the dill. He could eee no reasonable objection to it. In answer to the cry of "class legislation,be said that all legislation is more or tees class legislation. Money is necessary to develop the resources of the State and ho is not opposed to or unfriendly to capital. But labor also is necessary to development, of resources. If a child is fo make a workman worth anything, it must be trained, but the line must be drawn somewhere. Twelve hours is too much work for grown men, much lea* children. The State of South Carolina does not approve of working children from before daylight until after dark, and keeps them in school but six or eight hours. The flowers are fading from the cheeks of the children. The letters to the papers from the mill people in the upcountry protesting against this bill sounds like heDchmeo after good Job?. There are thousands of little boys in toe State who are surrounded by unfortunate circumstBnees who cannot help themselves and must appeal to the State for protection. He made light of the argument that capital would be kept out of the State. He also argued that the legislature has nothing to do with whether or not mills will make a profit or suffer a loss by reducing the number of hours of labor, but the people do expect the legislature to protect the children. He is not in f?vor of disorders; he is not in favor of strikes, and if the people want to prevent radicalism in unions- then let the legislatuie relieve the unsatisfactory conditions.
