Private Affairs are Barred, j The dispensary investigating com- j committee yesterday overruled the j motion of the sub-committee which j &ad been examining into the financial standing of members- of the ~ r State board of direciors It is said that Mr. H H. Evans, the chairman of the board, had an- j nounced to bis friends that lie was j willing to be investigated, that he would go on the stand at any time, bat he protested firmly against the committee going into what he considered to be his private affairs. Evidently the mejority of the committee felt the same way about it, and the tense situation was relieved when Senator J. T. Hay, the chairman, made the announcement. Mr. Lyon said, Mr. Chairman, in the coarse of our inquiries as your sub-committee, we have been endeav-.1 oring to find oat the amount of property owned by the various members of the board of dispensary directors. We have witnesses here to go into that matter and to show to this committee just what we have discovered along that line, and we Kjy v T'-'v' . would ask the committee to give us an indication as to its pleasure in record to this matter. Upon considering the probable evidence and upon reconsidering the 4 ' scope of the inquiry confided to the I BR committee and the duty imposed upon them, said Chairman Hay, the committee have come to the conclusion, while endorsing in every respect what has been dose by Mr. Christenseo and Mr. Lyon's sub committer, jp? that the committee will not go into anything of a private nature; nothing ' going into the personal affairs would be,feasible or desirable, and, therego fore, that the committee will not pursue that- Hue of inquiry. The first gun fired in the Senate in the dispensary battle was last Wednesday when Senator Talbert, from Edgefield, opened with a withering rain cf shell, leaving nothing masked. One point of opposition was that the people never wanted the dispensary. They voted for prohibition bdt the general- assembly rammed it down their throats. Other points were the corruptions and the temptations which it produced. Senator Talbert said the system was a violation of the "lead us not into temptatioD," of the Lord's Prayer." Still another of the speaker's arguments was his opposition to the legalized sale of liquor by any process. The senator said the promise that bad been made that the dispensary wa;3 a step to prohibition was false and he believed it was intended to be false. Another false promise was that the profits of the business were not needed or desired. He also denounced the support of the schools and thus the education of children by the school fund. Besides, liquor selling is wrong in the eyes of God, and Senator Talbert in scathing terms flayed those members of the general assembly who were not actuated by Christian principles. "Don't let the crack cf the whip of that statesman at Washington drive you. If it beats me today I want Ben Tillman to know that there's one man ia South Carolina that's not afraid of him. And that's another reason I want the dispensary to go, for he will go with it," he stfouted. In conclusion, he expressed faith' in the standards of the prohibitior ists and said that he was confident that their hopes would one day be realized. One of bis bills provided for the abolition of the dispensary and its winding up by a commission. Another was the old "Childa" prohibition bill, and another proposed an amendment to the constitution so as to cut cut any clauses establishing such an institution and nailed up the holes where the clauses would be ripped out. Senator Talbert said, "I think the senate's going to kill my bills, but I want to put it on record." Senator Brice wanted all the bills to go over until all dispensary measures should come up together, consequently all were killed, even the dispensary opponents voting against them. He is a prohibitionist and comes from : a prohibition county. He is not gov| erned by a blind adherence to any i theory, however, but looks upon facts | as they present themselves in every i day life from a practical point of ! view and with an eve single to the I greatest good for the greatest number. In his address he referred to the anomalous alliance between prohibitionists and license advocates?a most curious alliance when it ia considered that high license will mean in practical effect the sale of 1 quor with more restriction?, if as much, than existed under the barroom bjatem. Mr. McColl is opposed to the sale of liquor altogether, but recognizes that its abolition is but a dieam. Therefore, looking upon the situation from a calm, unbiased, patriotic standpoint what is bis conclusion? That the dispensary is a good system, has decreased the consumption of liquor and ought to bs continued. He said: "The dispensary law having gone through the fire is a cryBtaliz-d institution. It is not right to wipe out a law on which the people have not spoken. He felt that there should be relief and changes, but because the people are convinced that there is fraud and corruption in the dispensary, whether true or not, that is no reason to destroy the system. Is is undoubtedly truo that the people believe there is graft in the dispensary and the duty should be to remedy this and not to destroy. He did not subscribe to the sweeping indictment against the dispensary." There are faults in the system and nobody denies it. No department | " of government is perfect. Irregularities and dishonesty even, are from time to time found in many of them, if not all. Yet we hear no hue aDd cry about corruption and debauchery because of the fact. Oa the contrary there is always a general demand for a cleaning cut, a reformation. We do not destroy, but we remedy, and that would bo the case with the dispensary were it not for bitter prejudice and partizcnship. Mr. McCill's appeal for conservs- j tiem, for calm, deliberate, thought- i ful consideration of the subject so that violent and radical action may be avoided is particularly timely.
