Death of An Esteemed Friend. We were shocked to learn of the tragic death of our good old friend, Capt. J. Dempsey Jones at North, Orangeburg county, right at home, on Tuesday, June 12th. We were well acquainted with him and numbered him among our warmest friends. He was well known in the county, being at one time, perhaps, the largest land owner and tax payer, and was greatly esteemed by many I of our people for bis noble traits of character, for his upright walk and for kindness of heart. The news of his sad death was a great shock to us a9 well as to his host of friends, and we can truthfully and honestly say that we mourn his departure to that country from whose bourne no traveler returns, and we will ever respect and revere his memory as long as life itself shall endure. Tbe National Government having made an appropriation for the encampment of the militia of this State it has been decided to have the encampment again this year at Ridgewood out from Columbia. General Frost, Colonels Fuller and Patrick and President E. W. Robertson of the street railway, have decided that a much better camp can be arranged than the one last year. He was manager of the Newberry College base ball team and through his direction the team was lead to victory and the Inter collegiate pennant is in their keeping. He is also one of a committee of two to solicit funds to fit up a gymnasium for the college, and we are confident that be will succeed in his undertaking, as he is a stranger to the word failure. Desiring in the interest of the world as well as in the interest of Japan, the reestablishment of peace with Russia on terms that will fully guarantee its stability, the imperial government, will, in respoose to the suggestion of the president, i appoint plenipotentiaries of Japan to meet the plenipotentiaries of Russia at such time and place as may be found to be mutually agreeable and convenient for the purpose of negotiating and concluding termB of peace directly and exclusively between the two belligerent powers." Japanese in Our Navy. The Columbia State says, that on the eve of the present naval maoeuvres in the vicinity of Baltimore and Wrtfchinrrfnri an order was issued excluding all Japanese, whether sailore, stewards, or servants, from the ships taking part in the mimic warfare. The order, it fe widely believed, is the first step toward the exclusion of Japanese, in whetever capacity, from all classes of American naval vessels. ?????
