Another Election. Columbia Record, June 2. % As a result of a hearing before lie town council of Brookland Ibis morning by Messrs. Nelson & Nelson atd Thomas & Thomas, on the charge of fraud in the recent election for intended, a new election has been ordered for Jane 17th. The hearing was quite spicy, and it was clearly shown that there had been fraud in the election and that the returns bad been tampered. S. B. McCombs, who is thought by the authorities to have been the principai mover in the alleged fraud, has not been caught jet, but the others who were anested Tuesday afternoon were brought before Magistrate Marchant this morning. Mitchell and Fox did not demand a preliminary and were taken back to the Lexington jail by the shenff, but Busbee gave bond in the sum of $500 and waived a preliminary hearing before the Magistrate. Armstrong, one^, of the managers, was released and the prosecutors did not push tb8 case, it beiog decided that the mau was innocent and desired all along to have a fair election. It is the opinioD of many that the case will go rather hard with the men and that the first case under the new election laws will show the . j wisdom of providing'a severe penalty for violation. Remnants of Russia's Navy, j Has Now Less Than Half the Effective Strength of Japan's. When the war in the Far East began it was figured that Russia bad a navy about two and a half times larger in fighting units than that of the Japanese. The Russian Pacific fleet alone, on paper, was larger than the whole Japanese navy. This calculation igDOied a lot of old iron vessels which Russia uses mainly to patrol the Black Sea. Assuming that the victorious Japanese will pick iff the rest of the Baltic fleet one by one, it appears that Russia has now little more than ODe-balf the naval strength of Japan. At home she has four first-class and four second class bttleships. Two of the first-class, however, will probably not be ready for commission until the end of this summer, and another, the Gorgei Pobeidouosets, is a kind of naval freak, an} overarmed experiment. Three of the second-class date from the early eighties. She has two modern coast defense vessels at home, only one armored cruiser and nine protected cruisers, most of them light. Allowing to the Russians all these vessels, her effective strength is now: Eight battleships, four armored cruisers, eleven protected cruisers and two coast defense vessels. As a matter of fact, for reasons given above, this fleet is inferior to its psper strength, and on an immediate call the two best battleships, unfinished, and two dismantled protected cruisers would be out of it. The Japanese navey has actually strengthened since the beginning oi the war. A battleship and a cruiser were lost at Port Arthur; but the captures of Saturday more than make up for that. She has now sever battleships, five of them .first-class, three coast defense vessels, eight armored cruisers and twelve protected cruisers. All of these, with the possible ex ception of two coast defense vessel? captured from the Russians, arc effective fighting units.
