Let everybody attend. ??cm Echoes frcm the Leesville Meeting j To tbe Editor of the Dispatel: Col Tolbert is repoitfd to have commended his friend Dr. Stokes to tbe people in his speech at Leesville. This is a dangerous practice. Suppose Judge Buchanan who was Attorney General at a ticue when Senator Tillman was Governor were to be brought out against Dr. Stokes as is now reported, would it not be most natural for Senator Tillman to commend his old Lieutenant to the people of this Congressional District ? We do not say that Senator Tillman would do so. We think he has too much judgment to express his feeliDgs in this way, yet if the pruc- 1 tice begun by Col. Tolbert weie to 1 become prevalent this very thing 1 might be possible. Col. Tolbert made a speech at Leesville. So did Dr. Stokes. Dees Talbert really desire to oppose Sen- 1 ator Tillman for re-election ? If Dot ' what does he mean by making political speeches outside of his Con- 1 gressional district ? Ben Tillman is 1 still alive and about the liveliest thing j afloat. He is kept informed of what ] goes on and is wide awake. Senator Tillman "whooped up the boys" at Sumter. He referred to the celebrated Morris raid and declared he remembered how the Constables were treated by the people of Sumter on that occasion. He said his officers were all good men and he paid a tribute to their character, ability and courage. It will be remembered that Attorney General (now Judge) Buchanan obtained an injunction to search for and seize the liquors of a blind tigar kept by Morris. He gave it to the officer, after seizing the' the premises and liquors, some t<n or twelve barrels, the Constables were diiven off by a mob. General (dow Judge) BucLanan heaiiDg of it at his hotel, gathered up some of ? the Constables, led then back to the t place and made them retake the c liquor which was there kept. t X. Y. "Washington, Aug. 20?The maps )f the Philippines, and especially of hat portion of the island of Luzon lorth and south of Manila which jave been prepared for the use of Secretary Root may assume a more mportant part in the coming campaign than has been given it hitbero. Secretary Root has not only iscertained where the United States :roops are located, and has them nicely marked off on the map, but ne has also taken into consideration Euch information as can be obtained relative to the population of the adacent country, the kind of people lud their deposition toward the United States. The secretary has ilso been studying the lines of transportation and learning what he can .f the geography cf the country. It is believed that more than one ?rmy can operate to advantage in ihe Philippines, and the suggestion aas been made by some army officers :hat an army should start from different points and operate in such a mauner as to distract and destroy ;he Filipino forces. At present the United States forces do not occupy j :he line of railway half way toLinga- I fen, on the gulf of the same name. I tt has been suggested that if one j force were to start from Lingayen : md move south at the same time j that another were moving north, there would be a very great probability of soon securing the entire | railway for the use of the army and j the insurgents would be separated j into divisions east and west by the ' railroad, as they are now divided into | northern and southern bands. If this province could be occupied it might be of great advantage to the government. While these are now merely suggestions it may be that when the army in the Philippines consists of 00,000 men, instead of about 20,000 or 2-5,000, it will be possible to have four or mure armies operating instead of two as during the last campaigo.
