A great deal of interest and much j
feeliDg has been exhibited in the
Constitutional Convention on the
subject of the organization and
formation of new counties.
The prevailing sentiment, it is :
strange to say, seems to be in favor
of smaller counties.
County governments are a very expensive
luxury in a variet of ways.
The proportionate expenses of small
counties is greater, and the taxation
to support the machinery of govern- !
ment becomes burdensome.

than that which it takes to suppoit
the State government. Thecomplete

There is a new court heme
and new officer?, new jail and poor
house, and the smaller the area end
the less the taxable propeit7 the
greater the rate of taxation.
The tendency to extravagance :n
the optration of thisa counties is
a'so very great. For years the appropriations
for the St te have been
about the same, but each session of
the General Assembly witness an
increase in the expenditures in the
governments of the counties. Not
only so, but the smaller the county
the greater the influence of the towns
of such county and the less that of
the country districts.
The influence of the country districts
ought to be strong in every
county. It is the country that preserves,
purifies and keeps life, vigor
and health in every community. The
more influence the country has the
less prevalent are lings and the le;-s
power political bosses have.
, Again, small counties usually fail
under the dominating influence of
one or two large families, who use
the country for their own political
and financial profit. Larger counties
are not subject to such influences,
and a-;e not so easily controlled and
manipulated by scheming politicians.
We had hoped that the Constitutional
Convention would have destroyed
all county government and
returned to the idea that prevailed
prior to 1868, when The county was
only a district for election and judicial
purposes, and the State Legislature
governed without the local
county government.
This county aud township government
came from New England,
where the population and wealth are
both great, arid the idea prevails that
no one is to do anything for the community
in which he lives free of
charge, but is paid for it.
The old government of the State
was expressive of the growth and i s
civilization. The township govern
ment is an impoitation not to be de
sired.
