% v . i Against the Su'o-Treasury. j The Committee oil Ways and Means, through McMillan, of the last Congress, made a unanimous report adverse to all the sub-treasuy bills. The report is a long document and discusses all phases of the question iii a comprehensive style. It begins by deferring for a time the question of the constitutionality of the bill, and proceeds to state the objections that occur to the committee. They are briefly stated as follows: If there should be a reduction in the value of the goods, after they are stored, below 80 per cent, the government would lose; if the value in1 T --J. creased the government wouiu get none of the profit. The jurisdiction of the Federal Courts would be increased so as to make them an instrument of oppression to the people. The bills tend strongly toward centralization, and interferes with individual freedom. Great fluctuation in currency will follow its enactment. The operations of the bill would not be confined to farmers, but the iron man, lumber man and manufacturers generally, would complain flvoil f ]->a limif ULLlli lilt! 11ACU I.UV to the possible loss of twenty per cent, on them, and so on. The government would be usurping the functions of citizens, and attending to everybody's business but its own. The inauguration of the scheme would be the speculator's delight; he could carry $470,000 worth of wheat with less than $95,000 cash, and pay the government only 1 per cent interest. The great increase in the number of Federal officials would make it almost impossible to dislodge a corrupt administration. No provision is made for the redemption of the many millions to be issued under the bill, and the banks would have power to force the destruction of any part of the govern ment's money. The bill is class legislation, and it would be unjust to the day laborer and other toilers. People having a particular kind of property to deposit ; could get money at 1 per cent from the government, and lend it at a higher rate to other people. Lastly, it is violative of the constitution as is shown by citation from the highest judicial tribunals of the land. - It Should Be in Every House J. B. True they ! do not formally organize into an alliance, yet together they constitute, though without concert, a formidable alliance to get their living out of the farmers, field. Yet these same men will praise the farming business and ' at the same time regard it as some 1 thing that don't chime in with their inclination and aspiration. 1 ? Silver and Cotton. York Enterprise. It lias often been claimed that the prices of silver and of cotton fluctuate together. This has been conclusively demonstrated during the recent decline of silver bullion. For more than six weeks there has been a steady fall in the price of silver until it reached the lowest point it ever sold for.
