At tlio recent convention of the 8outh Carolina Federation of Wo men's clubs, held in Newberry, the growing interest in civic 1111 provement and the appreciation of "the vulue of the inovomeut to the whole country was manifested by the proportionately large amount of time given to the subject by the club woman. Ono of the federation departments is that of forest ry and c'vics, with Miss Mary E. Wuterhouso of Reuufort as chairman. A condensation of h? r en couroging report has ah ead) hoeri given in The State. The field secretary of tho national league for civic improvement, Mr. E. C. Routzalin, wnt present, and before and after hit address was ready to answer any question on civic improvement. His illustrated talk on Wednesday was one of tho features of the convention. Mr. Routzahn began by saying: "Civic improvement stands for 4 lio rifl'A n? 4 1 * r\G n o/\Alnl IUV 171 <1* m/Ulill rjillll through s'.udy and service; for the poople's part in the betterment of social conditions; for the move tnent crossing all the usual lines of cleavage in the community to find mutual interests and common ideals; for the harmonious adjustment of relations between the city, the citizen and citizenship: for the appreciate recognition of uplifting forces and their sympathetic Correlation; for the beginning of a local improvement with parks,play giounds, street cleaning, tree planting, public library, homo gardening, or whatever promises to rally the social forces of the community and adding other lines of effort as may appear opportune, until the ideal town or city is attained." The speaker culled his talk 4ka study of the practical application of the art of better living;" from tho club point of view, the study of service. The cleanliness, health and beauty of a city belong to all, and tho ideal of the civic improvement movement is to build up a new and higher type of citizen* ship. The Civic Improvement lo&gue of St. Louis, which is tho largest and most enthusiastic in tho world, is to carry on a continuous campaign of education among the people by means ef lectures to the school children and before social and fraternal organizations of ill sorts, in which tho advantages of a liner city will he brought home to all. These will not set up impossible ideals of city beautify ing, but will be addressed to the practical reforms that suggest therasolves to oven the most un.? obseryant person in their daily walk in the city. / v ? - - - uno ciut> has Yho following pledge which is signed hy the members of its junior league: I promise to refrain from littering public plncos. To koop my yard clean. To protect birds, flowers and all useful plants. To do all I can to make my city clean and attractive. No books are used, but tho work is a practioul study of the city. Tho civic work is made of vital interest to tho hoys and girls, and each one learns something practical outside to contribute to tho general fund cf information which is brought into tho schools. Once a year some j vacant lot is cleaned up and tho work is divided. Tho school garden plan is becoming widely ex tended. Flower seed are distributed among the children, homo gardens are cultivated, and prizes ?
