In Hiiincf To Raise Supplies For The Fiscal Year Commencing Jan. 1st, 1903. B? it ordained by the Mayor :.nd Aldermen of the Town of Lancaster, 8. C , in Council assembled, and by the aullioiity of the same, to provide for supplies and necessary expenses of the Tow u. Section I. That the following t?xea be and are hereby levied for the fiscal y? ar 1903, that is to say: 1st. A tax oi llfty eents on eaeli $100.00 of the value of all real and per souai properiy wiihiti tne corporate limits of the Town of Lancaster, 3. C due anil payable between the firsf and thirty iirst dayi of October, 15)03, at the office of the Town Treasurer; and all taxes due aud remaining unpaid on tlie 1st day of November, 1903, shall be subject to such penalties aud c ists as are now or may hereafter be imposed by the State laws for the noil payment of taxes wheu due. And the Town Tieasurer after default in the payment of said taxes, shall issue execution uirected to any policeman of the Town or SherifTof the County for the deltnquenf taxes, costs and penalties following the mode for collect! ng delinquent taxes as now provided by State laws. 2nd. The charges for licenses in any ousiuf8J not enumerated in sec tiou one of this ordinance shull be determined bj the Mayor. Section 3. That whenever in this oidinance the term dea er is used, the same shall include not only the principal, but, In his her or their absence, shall include any agent, clerk or employee ma luging the business respectively referred to, ai d generally where a license is herein imposed for the carrying on of any business, and the same is carried on by auy agent, clerk or employee, such agent, clerk or employee shall be subject to the penalties herein imposed, should the said business be carried on without taking out such license in the same manner as if he, she or they was or were the proprietor of said business. Beetion 4, No license shall be transferred from one firm to another, except with a sale or transfer of a stock of goods, shop, outfit or machinery, aud then only on tlie endorsement of the Mayor. Beetion 5 That itahall be unlawful to carry on any business, occupation or calling during the year 1903 as set forth In this ordinance, without first paying to the V'own Treasurer, Ihe IIe use lax for s*id business, occupation, calling or profession, who shall issue to the persou, firm or corpora'ion so paying a license a receipt therefor, which shall entitle the said pet son firm or corporation to carry on the said business, occupation, calling or profession within t lie corporate limits of said Town for tile fiscal year ending December 31-1. 1903 Section 6 That any person or persons, firms or corporations, either by neglecting ??r refusing to pay the re quired license as herein provided, ahull pay a fine of not less than five dollars nor more than one hundred dollars, or lie imprisoned for not less than five days or more than tliiity days (Section 7. All able bodied male per sons between the ug s of eighteen aud fifty years, residing within the corporate limits of the said Town, not exempt from road duty under the laws of the iS'iate, shall work the street*, pavements, wuysaud bridges of the Tbwn uuder the direction of and to the satisfaction of such policemen or overseers as may be appointed or may have already been appointed, for a space of time not less than four days, no- exc edingsix days in each year Provided I but u I ll?o llmo --"t ? v**v nuiu Ul ICUCIVIII^ notice to perform such work, any person may pay into the Town Treasury two dollars commutation tax which shall be received in lieu of said work; that a substitute may be furnished, provided, such substitute is a male person over eighteen years of age and provided with necessary tools, and he shall be required to do full and satisfactory work. Any person refusing to pay said commutation tax, perform sai\J work, or furnish the required substitute with necessary tools, shall he lined not 1 sS than ten dollars nor more then thirty dollars, or be imprisoned not less than ten days nor ny>re than thirty days, in the discretion of the Mayor. Section 8. All ordinance or parts of ordinances ui"onsistcnt herewith, shall be and the same are hereby re pealed Ratified l?y the Mayor and Aldermen in council assembled, (bis 17th day of December, in the year of our Lord one thousand nine hundred and two.
