THE LEDGER. Thurlow Cartel, 'OrrOK AND W VNAOKH. WEDNESDAY, AUOUsT 20, 1002. SCRATCHED TICKET\ Candidates Don't Like Idea of Their Distribution Unite anil Ask Col. Jones to Distribute No More Tickets to Candidates Until They Themselves Can Decide What to Do. Columbia Record. unairman .Jones, of the State Democratic executive committee, announced Saturday thut tliesurplus primary tickets of the com mittee could i>o obtained by can didatcs, and at the same time stated that only the official tick ets would be counted and that ticket must contain the names of all the candidates. Ho also announced that any candidates who wauted only his own name to appear for the ollice to which he aspired on the ticket could have it so, by tffking the otficial ballot and scratching the names of the others. These plans for some reason do not suit the views of the candidates and they have telegraphed Colonel Jones not to allow candidates to receive any more of tho otficial tickets until they, the candidates, could decide themselves what should bo done about it in this particular. Colonel Jones has followed their advice. It is not clear what the objection is as to candidates receiving as many official tickets as the committee can allow them. Any cundidato is at liberty to have any number of similar tickets printed and distributed at tbo polls. Tho official ticket may be of any size or style just so it lias the names of all candidates printed on them, and tbo only difference in the distribution of the committee' tickets and those of candidates would be that in the former case they would get them free and in tho latter they would hnvft t ko \r r-r xw, lucuiw.vca. Tho objection that candidates have to allowing candidates to scratch iho names of all ot her can didatcs for a particular otllce except their own is also an impracticable one. They claim that such scratched tickets would get mixed up with those not so defaced, and that some voters might be misled by them. As a matter of fact even if the committee furnished tickets to a candidate, it would have nothing to do with tho scratching of them. If candidates do not receive committee tickets they can print otHcial ticket of their own and scratch them and there is no rule to preyeut them scratching names on the tickets before they are out. The managers of election have to ceunt all official lmllols, however scratch od and there is no rule to prevent any numbei of such tickets being presented to voters at the polls So if scratched tickets will confuse some voters there is no way to prevent their me, and the only way to obviate the difficulty would lie for all candidates to hend out fecratchcd tickets, hut according to their own belief that would make confusion worse confound ed. Tillman Urges Irish To Arm Stives They Must Eight Engl ind At tho Best Opportunity. , Fears Toryism Hero Too. | In an mldiess to Irish-Auieri Cms of Chicago at n park in the suburbs of the Western metropolis last Friday, Sen iter Tillman urged the Irishmen of America to prepare for armed attack on England and to equip the people of Ireland for revolution at an opportune moment The address was delivered under the auspices of the Irish Nationalists and the Clan-na-Gat !. As reported in the Chicago Kocord-Herald, Sena tor Tillman said: "Ireland for many hundreds of years lius been the Niobo of nations?the footstool of tyranny and oppression. The story of wrongs, tyranny, murders and infamies are all embraced in the story of England's domination. It is not proper or permissible under the laws of this country to hatch plots against England, but 1 say that it is right for Irishmen, before the Almighty, to believe in self-government for Ireland. God didn't make tho Irish slaves to England. 1 believe thut England should be made to feel in every possible way?by a revolution or positive action if opportunity affords?that it lias not the right to put Ireland's 4,000,-! 000 people under the heel of the English nobles who are working them to death. Never let up. Continue agitation until you bring results. "it may not be proper tor a United States Senator to discuss] international affairs?to point out what is possible or proper for Americans to do in dealing with a friendly nation ? but I belong ! to a minority party. I'ho Demo- ' cratic party is not responsible for the spectacle of ?Iohnny liny hugging .Johnny Bull. I never did have any sympathy with sending an embassy to see Edward crowned. 1 do i.ot believe that citizens of this free republic, which has stood as the center of tho target for England's hatred for years, ] wanted to break their necks to i sen J representatives to England to see Qeen Vic's son get tlie throne. J did not see that we had any money to spare in sending bootlicks over there. "Wo recently had a doMonstration of a nation brought to tho vcreo of disintegration through a war with 400,000 Dutchmen, j The pitiful part was that we ' Americans, through tho adminis* tration, had lost power and right to even express sympathy with the Boers. It is a disgrace. Wo woro so much in sympathy with British ideas that with our 9,00C000 pooi devils in the Pacific ocean conquered under bayonets, we did not have it in our hearts to question John Bull about his reconcent rado camps such as made Weyler a pillory mark. "Be awake, men. You'll find some morning that .John Bul'ism or Toryism has conquered the j United States, and that you will have to fight like dogs for your liberty hero. Everything in our governmental policy pertaining to finances is dominated by English influence. Toryism is rampant. "Do all von can to heln the I people lit home unci send arms to take Kngland or establish your own county, if the British lion ever again gets in the death grapple with another powerfnl country. Wo in the United States are not now far from the condition of the down-trodden Irish under Ki.gland's heel." - The opium monopoly of China is repotted to have been bought for a million dollars a year.
