A special to The Observer from Durham, N. C., says. B. N. Duke of New York, president of the Erwin Cotton Mill company, Durham, N. C., and secretary Erwin today decided that the company would build a cotton mill 011 the Cape Fear river at Harnett county, N. C., to employ 2,000 persons. The plant vmiI manufacture deaim and will opeiate 70,000 spiadlcs and 2,*? 000 looms.
