The measure went! through by the surprising vote of 1S7 to 21 in the negative. The bill, which is a Senate hill, ! provides that it shall be unlawful to sell, or otherwise supply any | arms, ammunition, explosive substance, intoxicating liquor or ' opium to any aboriginal native of any Pacific island lying within the 20th parallel of north latitude aud the 40ih parallel of south latitude 1 and the 140th meridian of longitude west, and the 120th meridian j of longitude east of Greenwich, not buing in the possession or under the protection of an civilised power. For the violation of this law a punishment of three months, or tine of fifty dollars is provided. Section 2 of the act provides ' that if opium, wine or spirits are given bonutide for medical purpesos, it shall be lawful for the court to dismiss the charge. Section 3 provides'that alt offenses against this act committed J on any of said islands, or on the waters, rocks or ke s adjacent | thereto, shall be deemed commit1 ted en the high seas on board of a merchant hip or vessel belonging to the United Slates, and the courts i of the United States shall have jurisdiction accordingly. As the bill has passed the Senate it now goes to the President for his signature. Representative Lever of South Carolina, has introduced in the house a bill providing for the erection of a monument to the memory of (Japt. James Butler and others for heroism during the Revolutionary war. The bill has been referred to the committeeoe the library. Representative Latimer has in trod need several measures.
