When we read of a bill being introduced in the Legislature to furnish free school books to poor children, we thought the hill a had one; it seemed enough to furnish the school free without fill niching the hooks free also. But since learning that there are children right here in Lancaster count v who cannot go to school because their parents cannot buy the bowks for them we are not so sure about the bi'l being as had as we thought it was. The hooks are not to he given to the scholars, hut loaned. As only 5 per cent, of the school funds could he used for this purpose, with a set of good trustees there would not he much Danger of the law being abused. State Supt/ of Education licMahan suggests that whatever sum the dispensary earns fer the counties and towns he applied to the support of their respective schools. This, he says, would meet the cry, keep the money at home, and would also meet the demand of thoughtful ntcn for the host possible us* of the dispensary money, and would tend largely to meet the demand of all patriotic people for hotter schools in town and country. He further suggests that if at present the L*gi-1 tiure in unwilling to take this step in its entirety, tha leant that should l>e done is to provide that half the town's share shall go to the town school and half of the county's share shall go to the county school*. With this last suggestion especially we most heartily agree, and hope that a bill to carry it out will he introduced and passed at once. Text Hooks for the Poor. Mr. Lomax's bill to provide fieo text hooks for poor children was then taken up. and Mr. Ruck l i I l - i vr u?ien".en me nieusure. He thought the hill n well conceived ineaMiie. It. was provided that not over five per cant, should he invested in any one year f >r school book*.aud the books are to remain the property of tho school trustees. Mr. Ashley thought the bill was right and ought to pats. Mr. Lornax said ho was familar with tho school situation ef today and he held that ihe hill was en the right line. His whole purpose was to help the public schools. Last year he proposed to the trustees #f his scboel that j they would buy books and lean 1 them to the children and the re-1 suit was that every school child iu the district at tended the schools. Mr. Webb said he was the friend of the poor children. Hi's sympathies went out to the poor children. The bill forces the I * hildren to take an oath that they i ? * were unable to buy hooka. Mr. Ashley and Mr Lnmax insisted that no oath was required The heat thing wan to intprevethe schools and get theiu en a cash basis. Book* are now very cheap Mr F. H. McManttir favored the hill with a strong s|>eech. I hat larceny of any goods, chattels, or other personal property, of which by law larceny may he committed, of the value of twenty dollars or less, within the corporate limits of the town of Lancaster, shall he punished by a fine not exceeding one hnudred dollars, or imprisonment not exceeding thirty days. Section '2 That any person or persons who shall compound, make np. or agree to compound, or make np, a case of larceny as herein provided shall he punished by tine not exceeding one hundred dollars, or lie imprisoned for not more than thirty days. As the majority of the members of the 'senate are lawyers, and some of them are corporation lawyers, and the others would like to he, it is not difficult to foretell the fate of the measure. However, Mr. Ilderton will press the bill and he ' may call for an aye ami no vota on it.?The Stat#. The bill for the soldiers' home will not have plain sailing by any means. Many of the senators are opposed to the scheme altogether and some of the camps throughout the State have adopted resolutions against it.
