Speaker Stevenson, in addressing tho House, said in part: Since adjournment it has been ; finally settled tnat the county j governments of most counties are ' only defective governments; that the laws establishing them are in violation of the constitution and that ou?? of the first acts established should be a general ceunty government act. lie said that a new jury bill was necessary and that the laws re- : garding trusts, railroad legislation ana child labor in the mills needed immediate attention. Governor McSweeuey returned today to the House the anti-free ' pass bill without his siguature, thus vetoing the act. A vote for i passing the hill over the governor's veto stood 54 in favor of the bill and 38 for vetoing. In was , necessary to have a two-thirds vote of the whole house, 83, and thus the bill stands vetoed The Governor also vetoed a bill concerning a schoel district in Anderson. lie gave for his reason for vetoing it that the act was unconstitutional.
